EAST TAYLOR TOWNSHIP SUPERVISORS SPECIAL
BUDGET AND GENERAL PUPROSE MEETING
JAN. 24TH 2008 7:00 P.M.

The Meeting of January 24th, 2008 was called
to order by Chairperson Mary Woznak. All stood and pledged Allegiance to
the Flag and observed a moment of silence for our Troops overseas.
ROLL CALL: JOSEPH PERUSO-Present,
ROBERT SPANKO-Present, FRANK BURNS-Absent, RANDY VOJTOWICZ-Present
MARY WOZNAK- Present, RUSS HEIPLE-Present, SHANNAN KESTER-Present.
Discussion on the pros and cons of changing
our pay frequency.
Motion made to change the pay frequency
from semi-weekly to every 2 weeks by Peruso.2nd by Vojtowicz. Roll Call
Vote: Peruso- Aye, Spanko-Aye, Vojtowicz-Aye, Woznak-Aye. 4 Ayes. Motion
Carried.
Discussion on the benefits of a time
clock for the employees.
Motion made to purchase time clocks and
necessary supplies to include 2 time clocks at $389.00 each, 2 ribbons,
500 timecards at $7.99/100, and 2 racks at 24.99 each by Vojtowicz. 2nd
by Peruso. Roll Call Vote: Peruso- Aye, Spanko-Aye, Vojtowicz-Aye, Woznak-Aye.
Motion Carried. (Total for Time clocks and supplies were $898.29. Chart
of Accounts Line Item 409-300 General Gov’t Building Other Services and
Charges)
Time Clocks are to be set in 15
minute clocking in and out increments.
Motion made to get the big copy machine
serviced and see about an annual service agreement made by Vojtowicz, 2nd
by Peruso. Roll Call Vote: Peruso- Aye, Spanko-Aye, Vojtowicz-Aye, Woznak-Aye.
4 Ayes. Motion Carried.
NEW BUSINESS:
1. Rate of pay for clerk
Motion made to approve rate of pay for
clerk at $8.60 per hour for 20 hours per week with anything over 20 hours
be on an as needed basis by approval of the Supervisors. Pay will be retroactive
beginning January 1st 2008 by Peruso. 2nd by Vojtowicz. Roll Call Vote:
Peruso-Aye, Spanko-Abstained, Vojtowicz- Aye, Woznak- Aye. 3 Ayes. Motion
Carried.
2. Property on Mele Street
Supervisors spoke to JETSA about the lien
on the 213 Mele Street property and the agreed to remove all but $280.00
of the lien. The $280.00 is the legal fees they incurred.
Motion made to pay JETSA the $280.00 for
legal fees put on the 213 Mele Street property to remove the current lien
by Peruso. 2nd by Spanko. Roll Call Vote: Peruso- Aye, Spanko-Aye, Vojtowicz-Aye,
Woznak-Aye. 4 Ayes. Motion Carried. To be taken out of General Fund Chart
of Accounts Line Item 409-250.
3. Destroying of old checks from 1st Summit
Accounts that are now closed.
Motion made to destroy old checks from
closed accounts by Vojtowicz. 2nd by Spanko. All Ayes. Motion Carried.
4. Cambria County Assoc. of Twp. Officials:
Meeting Weds. Jan. 30th at 7:00 P.M. asking for us to please have a representative
from our Twp. Attend.
Bob Spanko will attend.
5. Adoption of the amended tentative 2008
budget
There was a lengthy discussion on raising
revenue by increasing taxes between the Board of Supervisors.
Peruso Asked where the extra money came
from. Woznak explained that when they did the budget in October Shannan
estimated what we would have left and that estimation was more than anticipated.
The Supervisors and Russ Heiple discussed
the extra revenue of proposing a business tax in the Township and how to
go about that. Russ will get more information on that and then we will
discuss it again and try and figure out what route we want to take.
Woznak: I worked out the numbers and we
are ok for this year but next year we are going to be starting out with
nothing if we spend what we estimated on the budget.
Vojtowicz: We need more police on with
all the robberies happening. We had 1 robbery and Homeland Security is
now involved. And we have no money to put on extra officers. Discussion
on how many extra shifts are needed with Vojtowicz saying we need 5 shifts
and Spanko asking why we can’t just start with 3 shifts to see how it goes.
Vojtowicz replied we tried that last year and it didn’t work and things
are getting worse this year.
Vojtowicz asked when was the last time
taxes were raised in East Taylor. Bob Ritchey replied at least 13 years.
Vojtowicz stated that he is looking long term so we don’t have to raise
taxes every couple of years. Bob Ritchey stated that we need to look log
term and we need a 5 year business plan. Vojtowicz stated that we can’t
do that right now. There was discussion on developing a long term business
plan for the Township.
Mary Woznak suggested raising it 2 mills.
Bob Ritchey said to maybe raise it more than 2 mills to carryover for a
long time instead of looking year to year. And also asked how we are going
to tell the residents if we do raise the taxes. Peruso said write a letter
and put it in the paper. Peruso stated that he would write the letter.
Spanko suggested we write the letter first
and then see what the residents say at the next meeting. Vojtowicz said
we cannot do that.
Woznak said she looked over the figures
and had a few different ideas and asked for suggestions from the other
Supervisors in what to do.
Vojtowicz stated that he would rather do
a 3 mill increase to cover all wages paid and just bite the bullet. 3 mills
will bring us around $50174.00
Motion made to raise taxes 2.5 mills for
general purpose and .5 mills for recreation for a total of 9.5 mills to
go toward our shortfall for the police and road crew wages made by Vojtowicz.
2nd by Peruso. Roll Call Vote: Peruso- Aye, Spanko-Aye, Vojtowicz-Aye,
Woznak-Aye. 4 Ayes. Motion Carried.
Spanko stated that he will be keeping tabs
on this because he does not think that this will help.
The Supervisors discussed getting approval
from 3 supervisors before spending any money.
Vojtowicz stated to leave it how it is
for now. The others were in agreement.
Motion to adjourn made by Peruso.
