EAST TAYLOR TOWNSHIP SUPERVISORS MEETING

The meeting of September 13th, 2007 was called to order by Chairman Robert Spanko. All stood and pledged allegiance to the Flag and observed a moment of silence for our Troops overseas.

GOOD AND WELFARE:
Gregory P. Simmons from the Department of Defense: Here because the Township has been recognized for a Statement of Support for the Guard and Reserves from the Military. And we also need people to go on military appreciation days when we have them.( Handed out a employer resource guide containing information about rights, responsibilities, and benefits of employing a member of the Reserves) 

Brian Kelly Surveyor: Presenting a minor subdivision of Cullis Lane for George and Phyllis Williams. 
Motion to approve subdivision made by Vojtowicz. 2nd by Peruso. 4 ayes. Motion carried.

representative from the Pa State Police: Here just to attend a meeting and to let the Township know that they are here to help if we ever need anything.

Al Kalina Pudliner Lane: Would like to thank Joe, Randy and Bob for the your patience and sticking with us on Pudliner Lane. Also people are not adhering to the double lights down in Mineral Point by the Staple Bend Tunnel so you might want to give PennDot a call and let them know what is going on and the problems with the 4 wheelers they are running all over the Township

Arthur Thomas 328 Pudliner Lane: I would also like to thank you gentlemen for you’re your endeavor and would also like to know if I can rip a jagger bush. 
Peruso: Is it on Township right of way?
Mr. Thomas: I believe it is.
Vojtowicz: Joe you better go up and take a look at it. But we have to wait until we get the road taken over before we can do anything, so don’t do anything yet.

Alex Svirsko  : I represent L & A and you approved a liquor license for them, we sent the documents in back in January and the license has not been transferred yet because we just found out in July the name L & A is already taken, but the name L & A of Parkhill was available so we sent in the documents in with the name of L & A Parkhill and they came back ok, so I prepared a resolution that corrects the name on the prior 2 resolutions with a new name of L& A of Parkhill. And I am asking you to reapprove the resolution you approved before from Trojan Inc of Johnstown to L & A.
Motion to amend the resolution from L & A to L & A of Parkhill by Peruso. 2nd by Vojtowicz. 4 ayes. Motion carried.

Vicki Svencer- The ordinance assessment is done and I gave you each a packet of our findings which you can look over at home. But a lot of them have been repealed and a couple things need changed. Some say amended doesn’t say what was amended or when, there are some with no signatures and seals.
Bob Ritchey: You should also develop another committee to go over the ordinances that need redone so we can redo them and then run them past Russ to get approval. But you need to look at the information we gave you and make a decision. We only gave you a recommendation.
Vicki Svencer: I took papers of the Water Authority that were here and we do need some of the stuff, so Ed Ocipa is going through it and will send the papers we need back over.

Gerry Glacken Pudliner Lane: Could we have the Police set up on Chapel and Killian Lane because people are using it for a shortcut and are flying and not stopping at the stop signs. I think our police should sit up there and start nailing people. And on Brazil Lane off 271 where the turn off is you should put up a 1 way only because when people pull out on an angle and you can’t see. So put up a no enter 1 way only sign there to stop the problem. 
Peruso: I don’t agree with you. There is an actual dip in the terrain and you can’t see over the dip. I don’t see the problem

Slim Semich Mele Street Parkhill: Just wanted to thank Mr. Spanko for your prompt service to my complaint and thank you for your concern for the Township. You did a good job.

REVIEW OF THE MINUTES OF THE MONTHLY MEETING OF AUGUST 9TH, 2007

REPORT OF THE CHAIRMAN
The secretary is having problems with her computer. It has over 460 viruses and now I will turn it over to Mary Woznak.
Mary W: Shannan called me on Monday because she was having problems with her computer so I came up to look at it and I ran a adware program on it and it has 460 viruses and the firewall was never turned on. You can try and fix the one she has but there is no guarantee that it will ever run right again and it is also outdated being 4 years old. I would recommend buying a new computer because the computer she is using now is a huge security issue and I also spoke to 2 computer technicians who also recommended a new computer.

I would like to bring the EADS Group engineering firm as the engineering firm for the Township in place of Innovative Consulting.
Motion made to fire Innovative Consulting Group and hire EADS as the Township engineers with Russ to get   the information. 2nd by Peruso. 4 Ayes. Motion carried.
I am not in favor of anyone driving the Police Cars except the Police officers want it stopped now. I won’t tolerate anyone taking those police cars. I don’t care what it is. If the car needs to be taken somewhere we will call the Police Officer up beforehand. Peruso and Loya agreed with Spanko. Vojtowicz said nothing.

REPORT OF THE ROAD MASTER
We need to get a hold of Tom Williams I would like to get him in here before lay-off time to work 2 days a week and redo our part of Pudliner, both hills in Hinckston and we have some berms to pull before winter. And the guardrail deal. I don’t know what we are going to do. State Liquid Fuels money will only pay for 10% of the engineering fee which is about $8500.00 so I don’t know if we want to try and do it in spurts not to exceed $10,000.00
Loya: I think that someone needs to contact PennDot because the signs down there are so faded out and you can’t even see them anymore.
Peruso: I will take care of that.
Mary Woznak: What happened to the speed limit signs on Jackson Street. 
Vicki Svencer: it was stolen
Spanko: I will get them up down there.

POLICE REPORT
No police report to give.
The Fire hall approached us to help them buy new pagers, radios etc. and  they were wondering if we could give them some kind of the help because it is going to cost about $37,000.00. They have to buy all new radios and pagers because the State changed the frequency that they use.
Loya: Can we afford it?
Vojtowicz: We got money sitting in the Capitol Reserve
Loya: How much?
Vojtowicz: $50 some thousand

Vicki Svencer: And how much do they plan on spending?
Vojtowicz: I think we should at least pay half.
Motion to give the Fire hall $20,000 for the purchase of radios made by Loya. 2nd by Vojtowicz.

ENVIRONMENTAL REPORT
   Asking Twp for a donation for the Pa Fish & Boat Commission adopt a lake program at Hinckston Run Reservoir.
Motion made to donate $150.00 for the cement blocks for the fishing area at Hinckston Run Reservoir by Peruso. 2nd by Vojtowicz. Roll Call Vote: Peruso- Aye, Loya- Aye, Vojtowicz- Aye, Spanko- Aye. 4 Ayes. Motion Carried.
The EPA approved the Saltlick project- so they can start to clean up the mine discharge, but I don’t look for them to start till early spring
The CSA put out a brochure of Hinckston Run I will get some to put at the Township building.
       
SOLICITORS REPORT
The Tri-Party agreement is before the school board meeting tonight for their approval I think we ironed all the loose ends out, one of which was the start time but it is now at 5:30 a.m. and the last paragraph that says East Taylor Police retains jurisdiction on everything down there, East Conemaugh may well do the enforcement if East Taylor is not around but East Taylor can step in. So we should probably have that next week sometime.
Jackson Township has advertised an inter governmental agreement to agree with us for taking over Pudliner lane and their acceptance of it and that will be advertised Sept. 27th. What that agreement provides is that we get all the State Liquid Fuels for the road and also for our police to patrol that area if we want.
Peruso: We found out that we can’t even receive State Liquid Fuel money for Pudliner because it was not touching a public road and Jackson doesn’t seem to want to maintain their end of it so they agreed to give us their State Liquid Fuels money for us to maintain it and give us their part of the road so we can get State Liquid Fuels money for it.
Vojtowicz: I think we should ask for the taxes that they get on the 3 houses back there because it is going to cost more than the State Liquid Fuel money we will receive to maintain it. And make it worth our while.
Peruso: We could ask them and then piss them off and then we won’t get anything
Spanko: I don’t agree with asking for the taxes. The only reason they are adopting that road is we will be able to take it over now they are doing everything to help us out.
Vojtowicz: I don’t have a problem taking over the road but if they take it over we don’t have to maintain it right? I don’t have a problem dropping the plow but what about crossovers and other stuff.
Peruso: Now I agree initially their end of the road  is going to cost way more than the State Liquid Fuels money we will receive to bring that road up to par and that they should kick in more than their share at first.
Vojtowicz: I thought they had said they will help us out at first to get the road up to par.
Loya: Just ask them for help getting the road up to snuff and we will be fine.
Peruso: Bob and I will take a ride out there and talk to them.
 

OLD BUSINESS
1.Pudliner Lane Ordinance
Motion made to advertise for our ordinance for Pudliner Lane as soon as Jackson gets there end done by Vojtowicz. 2nd by Peruso.Roll Call Vote: Peruso- Aye, Loya- Aye, Vojtowicz- Aye, Spanko- Aye. 4 Ayes. Motion Carried.
2.Prices on Generators
Portable gas generators are about $1300.00 for 8,000 watts and $2100.00 for 10,000 watts my recommendation is a standby generator which gets put outside and runs off propane or natural gas. It is all automatic, if the power goes out it will kick on automatically it also turns itself on every so often to keep itself oiled and all that and it comes with a warranty and the price for that one is between $3500.00 & $4000.00 but you need an electrician to come up and check out the wattage of the building and then hook it up, so we are looking at around $5,000 - 6,000 total. We might need a big one we might need a small one. It depends on the total wattage of the building.

3. Re-bidding the House on Mele Street
Motion made to rebid house on Mele Street with the changes to the stipulations being a 1 year tear down with the property secured for the winter. All other stipulations are to stay the same by Vojtowicz. 2nd by Peruso.Roll Call Vote: Peruso- Aye, Loya- Aye, Vojtowicz- Aye, Spanko- Aye. 4 Ayes. Motion Carried.

NEW BUSINESS
1.Switching phone service from MCI and Verizon to Atlantic Broadband phone service.
Motion made to switch phone services from Verizon and MCI to Atlantic by Vojtowicz. 2nd by Peruso.Roll Call Vote: Peruso- Aye, Loya- Aye, Vojtowicz- Aye, Spanko- Aye. 4 Ayes. Motion Carried.
2.Advertise for Drivers
Motion to advertise for drivers by Spanko. 2nd by Peruso.Roll Call Vote: Peruso- Aye, Loya- Aye, Vojtowicz- Aye, Spanko- Aye. 4 Ayes. Motion Carried.
3. Decorating for Halloween and handing out candy at the Twp building for Trick or Treat night
 Spanko: You can decorate but it is not a good idea to give out treats up in the top parking lot. Our parking lot is terrible and I don’t want someone to get hurt out there.
