The meeting was called to order by Chairperson
Mary Woznak. All stood and pledged allegiance to the flag and observed
a moment of silence for the Troops overseas.
ROLL CALL: JOSEPH PERUSO-absent,
ROBERT SPANKO-Present, ART THOMSON-Present, RANDY VOJTOWICZ-Present,
MARY WOZNAK-Present. ALSO PRESENT: RUSS HEIPLE AND SHANNAN KESTER

Vicki Spencer: where is the Auditors filing
cabinet? Spanko- ask the secretary. Shannan- I didn't move them. Vicki
- this is not the way I left it. It took me a whole week of my summer vacation
to organize the filing cabinet. If someone was going to do this why didn't
they call? That is just ridiculous. I wish someone would have called me.
I don't appreciate it all. Woznak - who moved it? Vicki - I don't know.
Vicki- at the meeting before there was
a motion made for carpet in the meeting room and linoleum for the hallway.
It looks like all carpet to me. Spanko - it was cheaper to go with all
carpeting.
Maryann Hicks- Can the Township do something
about the dead animals on the road? Spanko - what road? Hicks - Parkhill
Drive. Spanko - that is a state road the state has to do something. Woznak
- we will put a call in.
Manny Pena- You all have seen me
over the last month or two and I just wanted to let you know I am running
for Constable. I am running because we don't have an active Constable and
we haven't had an active Constable and 12-15 years. We are in desperate
need of one. I know a lot of you know Mickey Risko but I just wanted to
let you know that I was running. Also with the zoning board I am having
an issue, I'm trying to find the right attorney. We also need to have someone
appointed as a zoning officer. If the township would consider I would volunteer
to hold that position with no monetary value as a full-time zoning officer.
Bob Ritchey- we need to look at the ordinances and see what they call for.
Heiple - we need to look into the scope of the ordinance. Manny- we should
have someone to do that. The supervisor shouldn't have to do any of the
zoning. Heiple- we will look into it and see what the ordinance says.
Audrey Vojtowicz- I am reading the minutes
from the meeting with Cathy and this is a disgrace. It was personnel issues
was a closed or open? Heiple- if the person requests it can be made public.
Audrey- I don't think is legal. Randy Vojtowicz- yes it was, it was advertised
as a special meeting. Audrey- she is not safe to be a policeman. She should
have been arrested for destroying township property. I think she is brought
back it will be disgraceful. Manny- it was intentional to do that, that
is illogical. Vojtowicz- I agree with you 100%. I was not at that meeting
and I think it was handled piss poor. Manny- that is intentional destruction.
What kind of message does that send? This lady should know better. Heiple-
if you feel strongly you can call the DAs office and have them investigate
it. Audrey- these supervisors are her boss. She needs to do what they tell
her. This should not be left open I want to call the DAs office. Vojtowicz-
I will call the DAs office as the vice-chairman and report it myself. Manny-
as a township resident I am disgraced. Vojtowicz went over minutes from
the meeting with Foust and stated that motion was made by Thomson and seconded
by Spanko for no disciplinary action to be taken. Manny- you think you're
going to take money out of my pocket to pay for her vest. This is
a disgrace. Audrey- I am actually scared for you to put a gun in her hand.
That is scary. Vojtowicz- I agree with you. This was a piss poor decision.

REPORT OF THE CHAIRPERSON-Mary Woznak
Chairperson Mary Woznak called an executive
session at 7:44 PM for personnel issues.
The meeting was called back to order at
8:05 by Chairperson Mary Woznak. No decisions were made. Personnel issues
were discussed.
Within the last month there has been $2069
collected for the refuse and $1881.71 came from the Johnstown credit Bureau.
I received a letter from Mark Cramer concerning
his past due garbage. His situation is a little different. They stop picking
up his trash for year. He contacted Pro about the situation and Pro didn't
even go down that far to pick up his garbage. I asked him to put it in
writing so I could present to the Board.
Motion made to take care of the situation
with Mark Cramer's past due garbage bill made by Vojtowicz. Seconded by
Thomson. Roll call vote: Spanko-Aye, Thomson-Aye, Vojtowicz-Aye,
Woznak-Aye. All Ayes. Motion carried.
REPORT OF THE VICE-CHAIRMAN-Randy
Vojtowicz
We had a dog that got picked up and the
dog had gotten hit by a car and his leg was broken. An organization from
Clearfield stepped in and payed for his vet bills and also offered to take
the dog and find him home if need be. When a dog gets taken to the humane
society we have to pay them $50.00. Who has the dog? Shannan- I still have
him.
Motion to donate $50 to Orphans of the
Storm made byVojtowicz. Seconded by Thomson. Roll call vote: Spanko-Aye,
Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. All Ayes. Motion carried.
REPORT OF THE ROADMASTER made
by Bob Spanko. Joe Peruso was absent.
I have been getting some prices on a skid
loader. The loader comes equipped with a broom. And the estimate I got
was for about $32,000. The main thing we need is a broom. When doing the
budget I would like to incorporate a broom for one of the vehicles.
We have problems with roads are not ours.
We have been taking care of the snow removal on these roads for years.
And we have come to find out that is not a township road. I think that
we should send a letter to the residence and put in the specifications
of what PennDot wants before they will take over a road. Heiple- we are
sort of in a bind with the ones we have been doing. We shouldn't be doing
any new ones. Spanko- the problem here was that we thought we owned these
roads and we have maintained those roads. Vojtowicz- but we just receive
notification that these roads are not township roads so if we were to maintain
them would have to use money out of the General Fund not State Liquid Fuels.
Bob Ritchey- you have established a precedent. Any letter that goes out
you need for Russ to send it. Heiple- how much do we do on these roads?
Spanko- mainly snowplow sometimes fill in potholes. Vojtowicz- I say send
letters out to the residents that must they bring it up to specifications
or we will not be maintaining their roads. Spanko- what do I do this winter?
Vojtowicz- don't take care of it. But we have to give them a chance to
bring up the specifications. That is fair; we did it to the residence on
Pudliner lane. I think we need to send a letter like we did to Pudliner
and they can let us know what their intentions are and they can sign a
paper saying they are going to bring the roads up to specifications within
a certain time frame. And if not it is no longer a serviceable Township
Road. Spanko- so are we plowing? Vojtowicz- no not if they are not going
to bring the road of the specification. They have to sign a paper stating
that they will bring the road up to specifications in a certain time frame
and if it is not brought up to specification within that timeframe we can
surcharge them if we maintained it during that timeframe and it will no
longer be a serviceable road. Spanko- what do we do until this gets taken
care of? Vojtowicz- nothing, we are not plowing until it gets taken care
of. Spanko- what if people need oil? Vojtowicz- tell them you cannot open
the road for them. Spanko- what about someone who needs to go to the hospital?
Vojtowicz- that is different. Any type of ambulance, fire or police you
can open up any road to ensure the ambulance or Fire Department or police
get there. Heiple- we set a precedent to take care of them. Vojtowicz-
we did not know that these roads were not township roads until recently.
Motion made to contact residence on private
roads to gauge the interest on bringing up these roads to state the specifications
made by Vojtowicz. Second by Spanko. Roll call vote: Spanko-Aye, Thomson-Aye,
Vojtowicz-Aye, Woznak-Aye. All Ayes. Motion carried.
POLICE REPORT read by Mary Woznak.

We have 5 vests on hold when we do we
want to order them?
Motion made to order the five vests the
end of December in order to get billed in January made by Vojtowicz. Seconded
by Spanko. Roll call vote: Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye.
All Ayes. Motion carried.
There was training to be set up for November
for the visual alert system but there is a big problem with that. That
guy that trains said he won't come on Saturdays and he is also charging
us an extra $500 for traveling expense.
Motion made to call and cancel the training
and get someone else to do it made by Vojtowicz. Second by Thomson. All
Ayes. Motion carried.
Also the officers carry MPT cards and
we are learning a lot as to how they should be handled. MOPEC said these
cards should be kept by the police chief and should only be issued to the
officer when needed.
Motion for all MPT cards to be kept by
the Chief of Police and only issued to an officer when needed and a sign-out
Sheet to correspond with the cards made by Vojtowicz. Second by Thomson.

REPORT OF THE BUILDING SUPERVISOR-
Bob Spanko
I just about have the building how we
want it. I understand that some people are upset about the carpet in the
hallway but when we compared prices with linoleum we found that the carpet
was more cost-effective.
I also changed about 12 fluorescent lights
in the building on the rental side.
I also had to buy a vacuum cleaner. Vojtowicz-
I hope you got a good one. Spanko- I got a Dyson.
ENVIROMENTAL REPORT- Bob Ritchey
Everything is finished with the water
below the dam. The township owned property down there and I would like
to get it cleaned up. Vojtowicz- we will get it next spring with the grant
money we are receiving for down there.
SOLICITORS REPORT-Russ Heiple
Everything I had was taken care in executive
session.
Vojtowicz- what's going on the Durango?
Is there any way we can take it back and get our money back either that
or get a brand-new car if not file a lawsuit against them? Woznak- I thought
you were supposed to contact costars. Heiple- I will look into what we
need to do to either return it or file a lawsuit.
NEW BUSINESS
1. Complaint and Notice of Hearing from
the Labor Relations Board
The Board agreed to have Russ go through
the conciliator stage and get everything set up for a meeting and then
go from there.
2. First Credit Bureau proposal
for the collection of Delinquent Earned Income Tax
Motion to accept the proposal from First
Credit Bureau to collect delinquent EIT tax made by Vojtowicz. Second by
Thomson. All Ayes.
3. Budget Workshop
Motion to advertise to hold a budget workshop
on October 24 at 9 AM made by Vojtowicz. Seconded by Spanko. Roll call
vote: Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. All Ayes. Motion
carried.
4. Letter from Officer Janciga
Woznak- we received a letter from Officer
Janciga good ideas concerning issues with procedures in the township.
Thompson- I would like to try and set
up a meeting and see what is bringing this on. Vojtowicz- I think what
he's saying is that there is some stuff that we need to get fixed. Woznak-
this letter addresses some of our policies in regards to any kind of certifications
or training at the officers have or don't have. Spanko- it is up to us
to adopt these policies. Thompson- if we don't authorize them to use the
stuff than they shouldn't be using it. Spanko- I feel the more training
that they get the better.
Motion made to have Capt. Risko get copies
of any certifications the officers have other than guns to also including
the constable, to get it taken care of before the meeting made by Vojtowicz.
Second by Thomson. All Ayes.
5. Trick or Treat night is Oct. 29th from
6-8. Twp will be handing out candy again this year, need an amount to spend.
Motion to spend up to $500 on trick or
treat night made by Vojtowicz.
Spanko stated that this was too much money
and that every year we spend more and more. Shannan stated that there is
$9700 in the recreation fund. The recreation fund is to be used for the
children in the township and that this is the only thing that the township
does for these kids.
Motion second by Woznak. Roll Call Vote:
Spanko- No, Thomson- No, Vojtowicz- Yes, Woznak-Yes. 2 Ayes. 2 No’s. Motion
dies.
Vojtowicz- Everyone remember this when
you vote. There'll be no Halloween thanks to Bob and Art. This is what
I'm talking about this township is poorly managed and piss poor decisions
are made. This is ridiculous. Bob can spend $400 on a vacuum cleaner but
he won't allow up to $500 to be spent on the kids.
Manny- if you have over $9000 in the recreation
fund what is the problem? If you are worried about any leftover candy here
is what I will do, any leftover candy do you have I will buy from the township.
Shannan- no, you should not have to do that, the money in the recreation
fund is already your money from the taxes you pay. Audrey- this is terrible,
this is ridiculous. Vicki- I can't believe you. So here's what we will
do, the ladies auxiliary from the Parkhill Legion will donate $100 and
we will have a big trick-or-treat night down at the Legion instead of here.
