The meeting of May 10th was called
to order by Chairman Robert Spanko. All stood to Pledge Allegiance to the
Flag and observed a moment of silence for our Troops overseas.
ROLL CALL: Members present: Joseph
Peruso, Ronald Loya, Randy Vojtowicz and Robert Spanko. Also present: Russ
Heiple and Shannan Kester
GOOD AND WELFARE:
Brian Kelly: Here representing the Yanko
family and Yanko Bros. Trucking. They are proposing a minor subdivision
to create a single building lot adjacent to their business. They have one
lot and they are proposing to make it 2 lots. As part of requesting the
subdivision we have to do a paying module exemption for DEP basically stating
that sewage is available. I have letters from JETSA and the city stating
that they have to pass the inner sewage lines for conveyance and collection
of all sewage for a single EDU for that lot. I need the Municipality to
sign off stating that you are aware of the subdivision.
Bob Ritchey: There are no Stormwater problems.
I have been down there already and looked it over.
Motion to approve subdivision for Yanko’s
made by Peruso. 2nd by Vojtowicz. 4 Ayes. Motion carried.
Group of residents from Mineral Point.
Spokesperson Sybil Ribblett: Here because I am concerned about the way
East Taylor looks with the garbage everywhere and not just in Mineral Point.
I would like to know how and why this issue is let to go on. I know the
Township is aware of the situation and then the next step needs to be to
get the Police Force involved and when people get issued citations and
have 10-15 days to get it taken care then that’s it. I just want you to
enforce the Ordinances you made.
Vojtowicz: We have been trying. We spent
$12,000 last year on the Police for Mineral Point. Any suggestions we are
up for because we have been dealing with this for a year.
Spanko: We will have the Police force
and road crew on look out and have the Police patrol more often.
Vojtowicz: The only way to solve this
is to raise taxes and put on a full time Police Force. If you have any
problems down there you need to call the police.
Spanko: All I can tell you is that we
will try harder for right now.
Vojtowicz: You should start a crime watch.
Wilbur Roles William Penn Ave: Here to
see about his junkyard permit.
Heiple: I am not sure we can just issue
a junkyard permit at the meeting. Your attorney sent me a letter on that
and I called and spoke to Mr. Mesina and discussed with him about the request.
The property we observed from the ariel photos show a lot of tires, vehicles,
and stuff that is a violation of the Township Ordinances. I think we would
have to arrive at some kind of happy medium on that sort of stuff first.
Wade Roles: We have a letter stating to
be here tonight for our permit.
Heiple: I am certain we cannot issue a
permit sight unseen, if at all.
Peruso: This is in litigation we can’t
even discuss it at all.
Wade: According to this letter you are
supposed to wipe out all charges, drop all the fines and issue us a permit
tonight.
Vojtowicz: That is not from us.
Wade: We were also told to take down the
no trespassing signs, which we did , but we will put them back up.
Heiple: That is a public road.
(Argument ensued about St. Petkas being
a public or private road with Peruso producing a map from the courthouse
that shows the road being accepted by the Courthouse in 1939. Roles were
asked if they would like to look at the map and they said no. Roles stated
they would shut the road down tonight. Heiple and Peruso stated that we
will go into litigation over this matter. With Peruso stating if the road
is shut down the police will be over.)
Harry Buriak from Headricks Union Cemetery:
Concerned about water coming into the cemetery and if the Township covers
the end of the pipe it will cause problems. Need help because the pipe
is caving in at the bottom end.
Peruso: Spanko and I will be over to look
at it tomorrow.
Dee Peruso: We need more chairs in here.

Thank You letter and an invitation for a East Taylor Township Supervisor
to sit on the Watershed Board of Directors for A 1 year term. Loya accepted
the 1 year term. Sent in nomination letter.

REPORT OF THE ROAD MASTER:
Bought a Roller on an online auction for
$1615.00 and a Broom Truck for $5145.00
The Broom truck needs inspected. We discussed
the amount of money I had and I am way under and I would like permission
to look around for a tractor to mow the roads. Vojtowicz, you don’t need
permission we gave you permission last meeting. And I did get the
grater fixed.
POLICE REPORT:
No police report given.
REPORT OF THE BUILDING SUPERVISOR:
Security lights are installed.
Changed color of the carpets we got. Had
black, now we have brown.
ENVIRONMENTAL REPORT:
Nothing to report, but I am doing an assessment
of the Ordinances. Only on #43 but when I get done I will present
it to you and we can decide what we want to do with them.
SOLICITORS REPORT:
Nothing to report. It is all somewhere
else on the agenda.
OLD BUSINESS:
1.Stormwater and Zoning Fees: For the
Stormwater the 1st thing we need to do is determine who will be responsible
for looking at the drawings and doing the onsite inspection. We need to
do that before we can determine the fees for it. And for the zoning fees
our fee schedule is 12 years old. So we need to take a look at the fee
schedule and get with the Zoning Board and building inspector to get them
up to date. Which I am in the process of working on.
2.Animal Pick-up fee: The Supervisor at
the shelter Dee said that being a non profit organization they cannot collect
the fee for us, the people usually don’t even pay the shelter the pick
up fee. Dee said that she will fax us the name and address of the owner
when they pick up the animal. And we will go from there.
3.Proposed passage of the Sexual Predators
Residential Restriction Ordinance: Russ: This Ordinance provides a 2500
buffer zone from where they can reside , such as playgrounds, daycare
center, schools, public park, recreational facility. Of course it is
It will be grand fathered in , but if someone moves within the 2500 feet
of a restricted area they have 60 days within receipt of the written notice
of the prohibition to move. Failure to move within the 60 days constitutes
a violation. Penalties include summary violations of 90 days in jail
and $1000.00 fine which the Magistrate would be authorized to impose. Motion
made by Vojtowicz to adopt the Sexual Predators Residential Restriction
Ordinance. 2nd by Peruso. 4 Ayes. Motion carried.
4. Opening of bids for the Truck and Cruiser:
Russ: There is a letter from Joshua Johnstown withdrawing his 2 bids upon
the inspection of the 2004 Crown Victoria. Rodgers Auto: Truck- No bid,
2004 Crown Vic $4,650.00, Bala Auto-2004 Crown Vic $3,810.00, Liberty Auto
2004 Crown Vic-$3,737.99, Bay Ridge Auto 2004 Crown Vic-$4,517.00, Marks
Auto- 2004 Crown Vic-$2,875.00, Grace Quality Used Cars 2004 Crown Vic-$4,757.00,
NCD Corp. 2004 Crown Vic-$3,571.00. No Bids on the Truck. Motion made by
Vojtowicz to accept the bid from Grace Quality Auto for the Crown Victoria
in the amount of $4,575.00 2nd by Peruso. Roll Call Vote: Peruso-Aye, Loya-Aye,
Vojtowicz-Aye, Spanko- Aye. 4 Ayes. Motion Carried. Motion To advertise
the truck again in the paper and in PSATS magazine made by Vojtowicz. 2nd
by Peruso. 4 ayes. Motion carried. Peruso: Bob and I are probably going
to take the truck up to an equipment show in Clearfield to let people look
at it and then they can submit a bid.
5. Emergency Services Mutual Aid Agreement
Motion made by Vojtowicz to sign the Emergency
Service Mutual Aid Agreement. 2nd by Loya. 4 Ayes. Motion carried.
NEW BUSINESS:
1. Purchase of Software for the Earned
Income Tax Collection: Cost is $2,400.00 for the 1st year. Then $1200.00
a year of the service agreement which includes updates, maintenance and
support. School District to pay half of the costs. Motion made to purchase
the Earned income software made by Peruso. 2nd by Vojtowicz. Roll Call
Vote: Peruso-Aye, Loya-Aye, Vojtowicz-Aye, Spanko- Aye. 4 Ayes. Motion
Carried.
2. Updating our UCC Code books. We have
the 2003 editions but some codes were updated in 2006. Tabled until we
get the price.
3. Insurance quote from HCH and Naugle
Renewal Quote. Motion made by Peruso to accept the quote from the HCH Group
and MRM Trust for our insurance and worker’s comp policies. 2nd by Vojtowicz.
Roll Call Vote: Peruso-Aye, Loya-Aye, Vojtowicz-Aye, Spanko- Aye. 4 Ayes.
Motion Carried.
4.Municipal approval for 3 new Fire Police
Officers: Motion made to approve Travis Miller, Gina Delawder and Sandy
Heltzel as Fire Police by Peruso. 2nd by Loya. 4 Ayes. Motion carried.
5.Permission to advertise for delinquent
garbage bills: Motion made to advertise for delinquent garbage bills made
by Peruso. 2nd by Vojtowicz. Roll Call Vote: Peruso-Aye, Loya-Aye, Vojtowicz-Aye,
Spanko- Aye. 4 Ayes. Motion Carried.
