EAST TAYLOR TOWNSHIP SUPERVISORS MEETING

The meeting was called to order by Chairperson Mary Woznak. All Stood and pledged allegiance to the flag and observed a moment of silence for our Troops overseas.

ROLL CALL: JOSEPH PERUSO-Present, ROBERT SPANKO-Present, ART THOMSON-Present, RANDY VOJTOWICZ-Present, MARY WOZNAK-Present. ALSO PRESENT: RUSS HEIPLE AND SHANNAN KESTER

GOOD AND WELFARE:
Victoria Svencer -here to present the 2009 audit report. We received a letter that the state never received or 2007 audit report. I came up on Tuesday and called the state and they said they never received it. The states and has a hard copy of the 2007 audit report to autumn how they said they never received it. I resubmitted it online everything was taking care of in both reports are in. Final audit report; all accounts have been balanced. The order still have a problem with QuickBooks we would like to meet with Shannan and the supervisors in trying get this worked out. You received the last revenue from property taxes, you receive more revenue from 2007 in 2008 and there was a tax increase and he still got less. The revenue fell short of what is expected. The township spent more money than they received. The general fund was not overspent it was a special revenues refuse was over, Capitol reserve.

Jerry Thomas; here on behalf of Brian Oleska for subdivision. Peruso -article on he wants to sell is in both townships. Randy -- well should he put a house on our part of the lot then our taxes would come here in the other part of the lot would go to Jackson. Heiple -- are there two separate deeds? Mr. Thomas -- no because we are in the middle of the subdivision proposal. Heiple -- but while a lot to say part in Jackson Township important East Taylor Township? Mr. Thomas -- yes it will have to say that. Randy -- if they build in East Taylor we take care of the road we want that tax money. Heiple -- where did you get the township property line? Mr. Thomas -- I took it off Al Gaileys property line. Heiple -- how old is that? Mr. Thomas -- two years old. Heiple -- we're going to have to sit down with Jackson Township, I can't see going to court over this. Randy -- I want lot two with two deeds one E. Taylor Township won in Jackson Township. Mr. Thomas -- as a surveyor I cannot say that this is the Township line. As a professional I am not allowed. I would have to establish Township boundaries which have cost thousands of dollars. Woznak -- are lots three and four earmarked for houses? Mr. Thomas -- no not that I know of. I have heard there are negotiations. Heiple -- how sure are you of Gaileys survey? Mr. Thomas -- surveyors use tax maps as overlays which could be over 45 years old. Woznak – Russ what is your suggestion? Heiple -- lot three and four are fine. They in the Township. Lot two we need to make it clear to the assessor that it needs to be taxed in East Taylor Township. I would let it get built on then angle about it. Better to fight over a house that a lot. Peruso -- I heard this guy wants his kids to Central Cambria. Heiple -- the school district should be on this also. Woznak -- what do you suggest? Heiple -- let it go; don't fight over a barren lot. Get the school district involved. Approve it and spend the rest of the year to try and get it resolved along with the school district.

Motion to approve the Brian Oleksa subdivision pending a favorable letter from the water authority made by Vojtowicz. Seconded by Peruso. Roll call vote; Peruso -- Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. All Ayes. Motion carried.

Audrey Vojtowicz- the day after the last meeting I called Cernik to see how to get Rendell to give us money we need for the Veterans Memorial. Randy -- we got that taken care of. 
Vicki Sheehan -- are you going to reimburse the Capitol reserve if you get any grant money? Randy -- know you can only use grant money for the project.

Executive session for personnel issues called at 7:32 PM by Mary Woznak.

The meeting was called back to order by Chairperson Mary Woznak at 8:29 PM.
Woznak -- the meeting produced no votes if concerned personnel issues.

Motion to send correspondence in the form of the township letter to a township employee for disciplinary action made by Vojtowicz. Seconded by Peruso. Roll call vote; Peruso --Aye, Spanko -- abstained, Thomson --Aye, Vojtowicz-Aye, Woznak-Aye. Three Ayes. Motion carried

2. Cambria County Association of Township Officials Fall convention scheduled for September 25th, 2009 at the Lemon Drop and are requesting us to put an ad in the Convention book
Motion to place a full-page advertisement in the convention booklet made by Spanko. Seconded by Vojtowicz. Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak- Aye. All ayes. Motion carried                         

3. Careerlink: Workforce Investment Act funds are available for summer youth workers and they are currently accepting applications for projects within the Township.
Peruso -- I will pursue this.

REPORT OF THE ROADMASTER-Joe Peruso
We lost one employee. Cory Monko got another job. Shannan-winning a letter of resignation for his file. Woznak -- so you need to hire one full-time township employee? Peruso -- I have some applications already here so we don't need to advertise. Thompson -- if you hire a guy what do you start them out? Vojtowicz-we have an established rate. Spanko -- is that fair, the hire someone off the street at the same rate as someone who has experience? Woznak -- we could amend that motion to have someone who just starts off by the lower rate for probationary period. Peruso -- no the pay rate stays the same. Woznak -- we let this go until January at the reorganization meeting.

I was interested in purchasing a wireless router because I would like to put in one of the computers downstairs and it was harder before but now there is an open computer upstairs, so I would like to get wireless router so we have Internet downstairs. Randy -- we can get wireless here people can hack in to a wireless network. Woznak -- all you have to do is run a cable.

Also we got $9500 as a partial payment for the Hinckston Run grant so I would like to engineer fees to be reimbursed to the general count.

POLICE REPORT-Art Thompson
Fine Money for January $355.76 and February $947.70 for a total of $1303.46
Fuel Used for January 299.9 gallons and February 286.3 gallons for a total of 586.6
We receive the grant for the police car and was brought to my attention the trouble with Ford vehicles. How long do we have to spend the grant money? Shannan -- two weeks or we can file extension. Thompson -- when I get all the prices for other vehicles I will call the supervisors.

REPORT OF THE BUILDING SUPERVISOR -Bob Spanko
I received two estimates on the electrical and I am waiting for Solich on a third. I received one from Darrell Davis for $834.73 and one from Balock for $980. The panel in office is pushbutton but it is outdated and hard to get parts for so Darrell's estimate included a new panel in the amount of $834.73 and with keeping the existing panel it would be $800.
Peruso -- Darrell Davis is running for Supervisor can be a conflict of interest? Heiple -- no he's not elected yet just running there's no guarantee he will get in.
Randy -- which we get a third bid and then do phone calls.
Spanko -- I had an estimate on getting the whole office done from Kevin Cooper and included the floors, cabinets, new panels, countertop, hinge, Pine casing, wainscoting in chair rail and the total amount was $13,834. I just wanted to get an estimate to show you that we can save money by doing ourselves. Randy -- that's what I told you last meeting. Spanko -- we can do it ourselves for around $2500 that's not including the counter top and flooring.
We sent out the Veterans Memorial applications in with the earned income forms and we didn't realize that anyone retired does not receive and earn income form, so I would like the approval to send out letters to all the retired residents.

SOLICITORS REPORT- Russ Heiple
This past spring Bob and I went to Birk Trucking about the trailers parked there. Mr. Rosenbaum called and it seems that Birk put to more trailers there. So maybe we should talk to them again. Spanko -- I will speak to Larry. I thought that they agreed not to add any more trailers. Heiple -- I don't think he agreed to do that just to keep them out of the way.

OLD BUSINESS
1. Investing of Township monies into CD’s
motion to move Township monies into CD’s with the best interest-rate in the following amounts, $100,000 from the general fund for 30 days, $30,000 from the state liquid fuels for 30 days, $8000 from the refuse for six months made by Vojtowicz. Seconded by Peruso. Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak- Aye. All eyes. Motion carried      
    
NEW BUSINESS
1. Manual Pena interested in being appointed to the Zoning Hearing Board.
Motion to appoint Manual Pena to the Zoning Hearing Board made by Peruso. 2nd by Vojtowicz. All Ayes. Motion Carried.

2. Motion to advertise for an outdoor furnace workshop on April 9th, ay 6:00 P.M. with the regular meeting to immediately follow made by Vojtowicz. Seconded by Thomson. Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak- Aye. All ayes. Motion carried.           

3. The amount to be transferred into Capitol Reserve is $9836.97. The General Fund had to pay the Refuse bills in the amount of $28,576.60; if the General Fund did not have to incur this expense the amount to be transferred to the Capitol Reserve would have been $38,413.57.
Motion to transfer $9836.97 into the Capitol Reserve made by Peruso. Seconded by Thomson. Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak- Aye. All ayes. Motion carried.

Motion to invest $10,000 from the Capitol Reserve in a 6 month CD made by Vojtowicz. Seconded by Spanko.  Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak- Aye. All ayes. Motion carried.
Spanko -- what are we doing for collecting the refuse for 2008? Woznak -- I have a list of who is still unpaid.

Motion to mail out collection letters for the 2000 refuse made by Spanko. Seconded by Peruso.  Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye, Woznak- Aye. All ayes. Motion carried.

Manny Pena: There is water runoff behind my property from Killian to William Penn. There is a sewage collection point there so it saturates both yards then runs to another drain then runs over to Derubis’ property. Between Hannah and the Verizon building it does not flow under the road, all of it goes into my basement sometimes I have up to 4 feet of water in there. Peruso- we will come over and look at it around 10 tomorrow. I can pretty much assure you that it is not a Township problem. Mr. Pena- I think it is. Peruso- we will be berming the roads this year and a lot of the water run-off problems will be alleviated. But Bob and I will be over in the morning to look at it.
