MEETING

The meeting was called to order by Chairperson
Mary Woznak. All stood and pledged Allegiance to the Flag and observed
a moment of silence for our Troops overseas.
ROLL CALL: JOSEPH PERUSO-Present,
ROBERT SPANKO-Present, FRANK BURNS-Absent, RANDY VOJTOWICZ-Present MARY
WOZNAK-Present. Also Present were RUSS HEIPLE AND SHANNAN KESTER
GOOD AND WELFARE:
Vicki Svencer: Presented final audit report
with findings these findings; the auditors recommend looking into a new
accounting system other than QuickBooks because QuickBooks does not tie
a check number into the accounts and this prolonged the audit making it
very hard to verify information within the system. Also you spent more
than what you had. If you would not have had a balance carryover from the
year before you would have been in the red. The auditors cannot stress
enough to pay attention to your spending.
Kathy and Joyce from First National Bank:
Here to discuss their options of becoming our depository for the Township.
First National Bank can offer the same interest rate as PLGIT because they
are tied in with the PLGIT rates. They also offer free direct deposit and
free bill pay. First National changes they rate on weekly basis opposed
to PLGIT on a daily basis. Joyce presented a letter of collateral stating
that all Township money will be insured and we would receive a letter of
collateral every year. The only thing they do not offer at this time
is free checks for the life of the account.
Vojtowicz asked if we needed all our funds
in cash due to some kind of emergency how quick could they have it to us.
Joyce stated that would not be a problem and could have it to us shortly
that same day.
Vojtowicz stated that it sounded like
a good idea if they could offer us free checks.
Motion made by Spanko for First National
Bank to become our depository for the Township contingent with free checks
for the lifetime of the accounts. 2nd by Vojtowicz. Roll Call Vote: Peruso-

Wade Roles: Here about the junkyard
permit
Heiple: The proposed junkyard permit needs
to be voted on by the Board contingent on the junkyard Ordinance, fence,
drawings and inspection then your dad needs to sign it.
Peruso: I also need you to abide by the
Dog Law and you cannot choke your vehicles on the side of the Twp. Road.
There needs to be a clear passage for other cars and our equipment to get
in and out of there. And you cannot plow the road yourself. Wade stated
that the Twp does not plow it so he does it because of his business is
back there. And Dennis Roles stated that we never plow Mardis either. Spanko
stated that we have priorities and we cannot plow his road first. Dennis
stated that we never plow it. Spanko said this road should be getting plowed
it is on our route and he will get this situation taken care of with our
plow truck driver. Joe stated that our priorities are Echo Hill and main
roads then secondary roads.
Wade asked if we could issue the permit
while they complete the fence.
Vojtowicz: The fence needs to be completed
then will come over and inspect and if it follows the Ordinance we will
wrap this up.
Dennis Roles: Is interested in getting
the police tows for the Township. I have a 4 wheel drive tow truck and
can be at the scene quicker than most tow companies.
Vojtowicz: Drop off your cards and I will
talk to the police and we can work something out.

Shannan stated that there is an error on one of the bills to be paid report.

1. Greater Johnstown Watershed:
Time to renew our membership. Cost is $100.00
Motion to renew our membership with Greater
Johnstown Watershed in the amount of $100.00 made by Peruso. 2nd by Woznak.

Money to come out of General account under dues.
2. Letter from Mrs. Castine
Woznak read a letter from Mrs. Castine
daughter about the road condition stating that the road is so bad UPS won’t
come up and the MedVan won’t come up during the winter. Discussion about
the road and what Mrs. Castine would have to do ensued, with Joe stating
that in an emergency situation the Township is allowed to open up a road
as long as it gets paid for out of the General Account.
Bob Ritchey said he will talk to Mrs.
Castine and explain again what she would need to do for the Township to
take over the road.
3. Invitation from Conemaugh Valley
School District to have dinner April 30th at 6:00 P.M. at the school
for a showcase on the Classrooms for the Future grant they received.
Randy, Mary, Bob and Joe are interested
in attending.
4. Tish Coy/Shannan Kester asking
for a donation for the Troops overseas
Motion to donate $250.00 for the purchase
of supplies for the Troops overseas made by Vojtowicz. 2nd by Peruso. Roll
Call Vote: Peruso- Aye, Spanko- Aye, Vojtowicz- Aye, Woznak- Aye. Money
to come from General Account out of Donations.
REPORT OF THE CHAIRPERSON- Mary
Woznak
What is going on with the big copier?
Spanko said he will put it out for spring cleanup
Is the generator ready? Spanko stated
that it is running and they are doing a test on Sat. to ensure it is working
properly. Woznak stated to document that testing.
Spring Convention is April 29th.
Cambria County Association of Townships
meeting is April 9th. Spanko stated he will be going to that meeting
There are a bunch of training classes
that I will talk to you later about.
Annual Convention, I would like to attend
if the Township would just pay the fee I don’t care about the mileage or
them paying for a room. Vojtowicz stated that the Township is required
to pay for all that and if you want to go then go. Woznak stated that she
was concerned about the budget.
Joe- I will get with you about on OSHA
compliance for your workers and all the other employees.

We had lots of ice this year so we went
through a lot of material so our budget is thin for next year.
We had a lot of repairs this month so
that welder probably already paid for itself
Budget is going to look worse than it
is. Had a lot of repairs this month.
We need to address Holtz’s driveway.
POLICE REPORT-Randy Vojtowicz

REPORT OF THE BUILDING SUPERVISOR-Frank
Burns (absent) Bob Spanko presented
We had a problem with the propane for
the generator so we got that that fixed and we will test it on Saturday.
Vojtowicz- What was the problem with the
furnace? Peruso stated it was the transformer and we were also out of oil.
We went through 550 gallons in a month.
I also talked to the electrician about
wiring the office but that will have to wait until we insulate and drywall
ENVIROMENTAL REPORT-Bob Ritchey
Attended the Greater Johnstown Watershed
meeting and they are starting the passive water system in April down in
Mineral Point.
Also the dirt and gravel road program.
Bobbi put everything together for you. East Taylor needs a copy so you
can plug in your work. Peruso stated he is waiting to hear from Bobbi on
this. Shannan stated she will call Bobbi and see what is going on.
SOLICITORS REPORT-Russ Heiple
We have the Tri-Party agreement with East
Conemaugh and the School District to allow East Conemaugh to patrol the
school and any kind of police intergovernmental agreement needs to be done
in an Ordinance for it to be upheld. Vojtowicz stated that the school is
private property and they can have however they want patrol it. Heiple
said any arrests made would be invalid without the Ordinance. Vojtowicz
said that was a different situation and he never signed the Tri Party agreement
so let East Conemaugh and the School District come to us.
OLD BUSINESS
1. Recommendations for the Zoning Ordinance;
Any progress with that?
No not yet. Frank’s schedule is busy right
now.
2. Dye test information;
was tabled last 2 meetings
If property is transferred they would
need a dye test. All we have to do is have an Ordinance for the dye testing
and name JETSA as an inspector. The seller would have to come here to get
a form and then take it out to JETSA
3. Building Inspection Agencies
Motion to go with Cambria County Building
Code Enforcement Agency made by Vojtowicz. 2nd by Peruso. Roll Call Vote:
Peruso- Aye, Spanko- Aye, Vojtowicz- Aye, Woznak- Aye. Onetime fee of $700.00
to come out of the Permit Fund.
NEW BUSINESS
1. Letter from the residents of Pudliner
Lane stating that they would like a fire hydrant put in when James
runs the water line on Pudliner. Tabled until we find out if there is already
a water valve in place.
2. Salt Contract was filled out
and submitted by Joe and Shannan effective August 2008 through July 2009
3. We received our application for
County Aid. This needs to be filled out by the Road Master and returned.
This needs to be done this week.
Peruso: Russ be expecting a call from Barbin
Jackson Township’s Solicitor this week. Bob and I went out to Jackson Township
to discuss the property lines and Jackson agrees this could be our property
so we are going to let the lawyers handle this.
