MEETING

The meeting of June 14th, 2007 was called
to order by Chairman Robert Spanko. All stood and Pledged Allegiance to
the Flag and observed a moment of silence for our Troops overseas.
ROLL CALL: Members present: Joseph Peruso,
Ronald Loya, Randy Vojtowicz, and Robert Spanko. Absent: Blaine Hull. Also
present: Russ Heiple and Shannan Kester.
GOOD AND WELFARE:
Pat Derubis: Need approval for a second
subdivision. Original subdivision presented needs an additional 10 feet
added to it.
Motion to approve Derubis subdivision
made by Vojtowicz. 2nd by Peruso. 4 Ayes. Motion carried.
Ken Yurina 123 Filmore Avenue: Here to
address the Board about a nuisance light that has been going on for years.
The individual John Pecze who lives on 118 Figg Street put a light in when
he first moved there. This light shines all through my house and my yard
and I have tried to make measures to block the light but when I do Mr.
Pecze repositions the light. It shines all over. I cannot sleep at night
and he also put up a dusk to dawn light so bright I could drop my watch
outside and can see it. I want this stopped.
Heiple: This is a private matter it is
not affecting the public just possibly 1 or 2 households. Have you gone
to Zanghi’s office to file a complaint?
Mr. Yurina: No, you have a Township Ordinance.
I am asking the Township to uphold this Ordinance. There is also music
blasting and signs all over the property (passed out pictures) and there
is also a snow fence and hedges that block the view when you are driving
and I would like them removed. And also when you look down over the hill
there is a road filled from side to side with dirt, coal, cars, and a dilapidated
structure.
Loya: Wouldn’t this fall under the Ordinance
that states in a residential district that no light shall cause a nuisance
and evidentially this is causing a nuisance whether it be just 1 person
or a whole community it doesn’t say.
Russ: I think it probably is a violation
Vojtowicz: Here is the problem when we
sight someone for a violation we need someone to testify that this is really
happening and affecting them.
Mr. Yurina: I will testify.
Vojtowicz: Then tonight when the light
comes on call the police and an officer will come down and we will see
if we can get this problem rectified for you.
Loya: What about all the junk down there.
This should be cleaned up.
Russ: Yes I agree
Vojtowicz: Who owns that?
Mr. Yurina: Andrew Janizec 124 Filmore
Ave.
Vojtowicz: Then we will send him a copy
of the Ordinance. If we file a complaint over this you have to willing
to testify If you are willing to testify then I would be more than happy
to file these complaints for you.
Mr. Yurina: I will testify.
David Alice: When they put the light up
I saw Mr. Pecze riding his bike around the road and property to see how
bright it was and where it shined.
Jason Maines: Purchased 931 William Penn
Ave from Joe Belle. The Township sent me a letter about junked cars on
my property. Those cars were Joe Belles, which I had towed and then Joe
Belle moved more of his junked cars in on the right of way in front of
my business and I have difficulty gaining access to the business. I contacted
the Police Dept. And they told me to come here and speak to the Supervisors
Heiple: Who’s right of way is it?
Mr. Maines: Ours and the people behind
us.
Heiple: why don’t you tow them?
Mr. Maines: We want to do everything legally
Vojtowicz: I will personally come down
tomorrow with a police officer and look at this situation and see what
we can do for you.
Harry Buriak Headricks Cemetery:
Any progress on the pipe you came over to look at?
Peruso: I really don’t think this a Township
problem. The water is piped right through the cemetery and the pipe has
been there a very long time and it is starting to implode.
Bob Ritchey: The only responsibility the
Township has is getting the Township water through Township pipes and ensuring
the pipe size is correct. No one owns water.
Vicki Svencer: What if we fill our pipe?
Peruso: You can do what you want, but
that pipe is imploding and that is not a Township pipe so we cannot replace
it.
Mr. Buriak: Can’t you get us a grant or
something?
Peruso: Can we do that?
Mr. Ritchey: Yes we can do that
Peruso: We will get a hold of Jessica
Sheets the lady who helps with our grants and see what we can do.
David Alice 810 Figg Street: here because
of a problem with our neighbor. I have a State Police report here where
Joan Pecze came on our property because she saw me talking to Ken Yurina.
Mrs. Pecze called me an hour late asking me if Ken was talking about her
and what we were talking about. Later during the night we heard banging.
I thought my mother was downstairs hammering. I have a female pit bull,
the dog was barking. They have a female black lab their dog never barked,
so the next morning the concrete on my property had hammer marks all through
it. I paid $2300.00 for this piece of concrete. I got it poured in November
and this happened March 29th, so I called the State Police. 2 weeks ago
they had the State Police from here follow up and I gave them their names.
On May 23rd I asked Ken to put up a piece of fence 2 feet from his property
and our property to keep my dog from running down there. I don’t like my
dog down there because there dog has a lot of fleas. Peczes have this 7
foot fence like a Nazi fence they used in the Holocaust the whole way around
with a 2 foot space so my dog can’t get up there because their dog has
a lot of fleas. Ken puts up the fence on his property and mine and Mr.
Pecze comes and knocks on my door and tells my mother to tell me to get
the sign of his property. By the time I came downstairs he was already
back over at his house so I called him outside and asked him what he was
talking about the sign is on mine and kens property so he calls the police.
When I got up the next morning the fence was tore down, so I called the
police 3 times and no one came, so then I called the State Police and I
told the same guy what was going on with this report and he told me to
get in touch with the local Police. It was Memorial Day weekend so no one
came. I was going to take pictures but in the meantime the grass grew so
I had to move the fence to cut the grass and now Mr. Pecze starting picking
with Ken because he thinks he’s the one who’s telling me this stuff, but
we can’t catch him because he is doing it at night. This is the same man
Ken is complaining about.
Vojtowicz: This is a civil matter. The
Township cannot do anything about it.
Mr. Alice: They told me to get an estimate
of what it would cost to repair because they want to send it to Harris
burgh and about the fence I asked them why they were putting up a Nazi
fence. It is really tall.
Vojtowicz: We have an Ordinance that the
fence cannot be more than 6 feet high.
Mr. Alice: It is high. At one time they
had the whole yard fenced in and they had a dog and a little baby playing
in same fence together. Then they shortened it. It is ridiculous. He has
no respect for other people’s property and someone is going to get hurt
over here. That is why I am here so you guys can do something before someone
gets hurt.
Spanko: We are going to have to come over
and look at this.
Vojtowicz: Are you both going to be home
tomorrow?
Mr. Yurina and Mr. Alice: Yes
Vojtowicz: Ok we will come over tomorrow
Margaret Harshman 770 Echo Road: Here to
inquire about the paper alley that runs between the 2 lots that we own.
We would like to purchase it to make it one piece of property and the County
told us we would need a letter from the Township
Motion to draw up a paper for the Harshmans
stating the Township has no right, title or interest in the paper alley
between 1st and 2nd Street on Echo Road by Peruso. 2nd by Vojtowicz. 4

REVIEW THE MINUTES OF THE MONTHLY MEETING
OF MAY 10TH 2007
Motion to accept the minutes of the monthly
meeting of May 10th with the correction of the price of the roller being
$1815.00 instead of $1615.00 made by Vojtowicz. 2nd by Spanko. 4 ayes.

REVIEW THE MINUTES OF THE LANDLORD/RENTAL
PROPERTY PUBLIC COMMENT MAY 10TH, 2007
Russ: Talking with Maryanne she is pretty
well caught up with all the addresses of the rental properties and the
owners of these properties. You can still pass it as an extra measure though.

CORRENPONDENCES
1. JETSA: Expansion of the service area
of Jackson/East Taylor Sewage Authority and Jackson Township Board of Supervisors
request to revise sewage tap-in Ordinance. Tabled until next meeting.
2. Complaint letter
about St. Petka’s Road: Russ stated that he is confident from our research
that the road belongs to East Taylor Township so the Township can do what
is necessary to ensure passage of the road. Peruso: do you think we are
in the right to tow vehicles? Russ: Yes I looked everything over and also
searched out Roles deed. Motion to get St. Petka’s Road surveyed made by
Vojtowicz. 2nd by Peruso. Roll Call Vote: Peruso- Aye, Loya- Aye, Vojtowicz-Aye,
Spanko- Aye. 4 Ayes. Motion carried.
REPORT OF THE CHAIRMAN
A few residents want streetlights installed
at the Township expense. Peruso said the Township is not responsible for
paying for them. Vicki Svencer stated that Penelec is doing away with street
lighting that people will have to get their own outside lights.
Motion made to hire Vicki Sheehan as a
fill in janitor on an as needed basis if Mr. Conway cannot due the services
made by Vojtowicz. 2nd by Spanko. Roll Call Vote: Peruso- Abstained, Loya-Nay,
Vojtowicz-Aye, Spanko- Aye. 2 Ayes. 1 Nay. Motion carried.
Russ: Section 404 of the Second Class Township
Code book states that “No auditor shall at the time hold any other elective
or appointive township office or position.
Motion to retract motion made to hire Vicki
Sheehan as a fill-in janitor made by Vojtowicz. 2nd by Spanko. . Roll Call
Vote: Peruso- Abstained, Loya-Aye, Vojtowicz-Aye, and Spanko- Aye. 3 Ayes.

Audrey Vojtowicz asked who is going to
be paying for the light down in Mineral Point. Supervisors stated that
East Taylor will not be paying for the light.

SOLICTORS REPORT
We need to set up a public comment meeting
for the rezoning then prepare a proposed meeting.
Public comment meeting for rezoning (amending
the zoning ordinance) is set for 6:30 July 12th 2007
Sante Fe chemicals contacted me again saying
East Taylor owes $2100.00 for 1 bill and $800.00 for another.
Vojtowicz: We cannot use this product.
We told them that and we told them to come get it which they never did
so send them a bill for storage.
OLD BUSINESS:
1.Opening the bids for the truck: 1 bid
from Trucks-N-More for $2500.00 Motion made by Peruso to reject bid.
Motion made by Loya to purchase the updated
UCC Codes on CD.
Already a motion open on the floor, Loya
retracted his bid for the UCC Code CDs

3. Motion made to get property on Mele
Street appraised with the cheapest price and most reasonable time made
by Vojtowicz. 2nd by Peruso.

4. Cleaning of the Township office: Vojtowicz:
do not throw anything away until we get a chance to look at it.

to put up guardrails this year instead of paving.

Russ: Tour de Toona is asking the Township
for permission for a rolling closure because they will be coming through
East Taylor. Motion to give Tour de Toona rolling closure permission made
by Loya. 2nd by Vojtowicz. 4 Ayes. Motion carried.
