EAST TAYLOR TOWNSHIP SUPERVISORS MEETING:
July 10th, 2008 7:00 P.M. was called to order by Chairperson Mary Woznak.
All stood and pledged allegiance to the flag and observed a moment of silence
for the Troops overseas.
ROLL CALL: JOSEPH PERUSO-Present,
ROBERT SPANKO-Present, FRANK BURNS-Present, RANDY VOJTOWICZ-Present MARY
WOZNAK-Present. Also present RUSS HEIPLE AND SHANNAN KESTER
GOOD AND WELFARE:
1.) Mike Margic William Penn Avenue-
Here about the old Belle Motors Garage. There is swearing, carrying on
over there all the time, there are at least 10 cars, a truck along the
road loaded with garbage, not to mention all the tires on the property,
and there are rats all through it. They are working on the vehicles at
night outside banging and using tools. They are also painting vehicles
outside, they are changing the oil right outside and letting it run all
over and it has killed my girlfriends grass. I have tried to talk to them
but the yell and curse at me. I have called the DER and the DEP and I want
to know what the Township can do about this. People should not have to
live like this.
Heiple:
When was the DEP there?
Mr. Margic: about 3 weeks
ago.
Woznak: Russ will contact
the DEP, get a list of ordinances and coordinate with the Police Department
and see what we can do.
Peruso: I will personally
go over to see them too.
2.) Al Kalina: Up on Pudliner,
once it rains up by Zahoran’s it will wash out again.
Spanko: We will be up Monday
to take care of it.
Ben: How far can you plant
shrubs on someone’s property? My neighbors planted shrubs on right on the
property line and they are growing over on my property. I have railroad
ties on my property line and the neighbors put a fence up and then planted
shrubs on the outside of the fence and I want to know how close they can
be to the property line.
Peruso: 2 feet, fences shrubs,
have to stay back 2 feet. You have the right to cut them back if they are
on your property.
Vojtowicz: Did you ever
ask them to cut the shrubs back?
Ben: No. I wanted to wait
till I found out what was going on.
Vojtowicz: Are your railroad
ties on your property line?
Ben: Yes
Vojtowicz: Well we can’t
do anything to them without doing it to you, because you are also in violation
of the zoning ordinance by having your ties right on the line.
Ben: I see how this is going
to be.
Burns: The best solution
would be to talk to them and see if the will trim back the shrubs and if
not we will go from there.
Spanko: I will come up and
talk to them.
Gerry Glacken: That is my
son in law and if you ask to cut back the shrubs, he will have no problem.
3.) Ben: What about dogs
barking. We have neighbors that the dog barks constantly.
Peruso: After 10 P.M. is
when you can call about that.
4.) Ben: What about Madison
Avenue, no one maintains it and you were supposed to put a culvert in.
Peruso: We can put a culvert
in if you want us to we will use our 40 foot right of way and cut your
bank and berm your road. And if we do that it will keep everything off
the roads.
5.) Audrey Vojtowicz: I have
a problem with the railroad ties on Knauer Lane. The ties are placed on
the right of way and emergency vehicles won’t be able to make the turn
to get in back there if they need to and it is causing a problem with the
storm water.(Randy has survey of the property)
Peruso: Once it is a right
of way you cannot block access.
Vojtowicz: That road has
been open since 1929. And they are in violation of the zoning ordinance
for the setbacks and obstruction of a corner lot.
Russ: The zoning hearing
board has to send them the letter.
Vojtowicz: No, the Township
is the owner of the Ordinance. It is the Township’s responsibility to send
them the letter.
Woznak: What steps do we
need to take?
Russ: A letter notifying
them to fix it within a certain time frame stating they are in violation
of the zoning ordinance or go to the zoning hearing board for a variance.
I will get that taken care of.
6.) Vicki Svencer: The weeds
are back on Jackson and Coulter. They are terrible.

REPORT OF THE CHAIRPERSON-Mary Woznak
Yesterday Bob and I attended the Cambria
County Township Association meetings and they brought up all about gas
drilling and contracts and everything that comes along with that. One of
the main concerns is what the big equipment will do to Township roads.
Spanko stated they will have to bond the
roads no matter what.
Woznak: The suggestion was
that if anyone comes to us for advice is to tell them to get a really good
lawyer.
Also the reconciliation was not done yet
due to conflicting schedules, but it will get done ASAP.

REPORT OF THE ROADMASTER- Joe Peruso
The grader is down and the brush hog is
down
POLICE REPORT-Randy Vojtowicz
Chief Price and I conducted some interviews
this week for a new police officer and with the recommendation of the Chief
I think we need to hire 2 part time officers to get all the shifts covered.
Motion to hire 2 new part time police
officers, Charles Nagle Jr. and Ken Smith Jr. made by Vojtowicz.
Peruso: What about your
budget?
Vojtowicz: It is good. I
am only at 33% of my total budget this year.
Peruso: What about Cathy?
Vojtowicz: We don’t know
if she will ever be back and if she does come back she will have her seniority
and get her shifts and the new officers will have to work whatever shifts
are left.
Peruso: What about the union?
Will they have to join?
Vojtowicz: They will have
to but we have a 6 month probation period. We will have to buy them 2 pairs
of pants, 3 shirts and a jacket for their uniforms also.
Spanko: You are always pushing
police protection. I am not comfortable with hiring 2, just one. We are
always spending money. Cathy worked 3 shifts and now we need 2 police officers
to fill her shoes.
Vojtowicz: We couldn’t get
all the shifts filled even before Cathy left. All I am trying to do is
run my department and I am way under budget. I could run 24 hour police
protection for the rest of the year and not come close to my budget. Or
you can give the ones we have now full time and pay them benefits.
Burns: I am with Bob on
this. What is happening do they not want to work or are they getting to
many hours?
Vojtowicz: They are all
part time and they all have other jobs.
Burns: What about any of
the other people you interviewed? Don’t any of them have a more flexible
schedule?
Vojtowicz: I have to follow
seniority because of the union, so anyone new hired cannot get all the
shifts.
Gerry Glacken: I thought
this is why we raised taxes to have more police protection.
Audrey Vojtowicz: If you
aren’t using it then give the taxes back.
Vicki Svencer: As an auditor
I see no problem with hiring 2, as long as you are under budget.
Al Kalina: If it is that
difficult with the union are we going to get by with hiring 2?
Vojtowicz: I hope this will
be ok.
Heiple: Every part time
department has these problems because of availability and such.

REPORT OF THE BUILDING SUPERVISOR-

ENVIROMENTAL REPORT- Bob Ritchey
The Dirt and gravel Road program had a
meeting on the 2nd of July. No one here attended. It was about the training
for Dirt and Gravel roads, it is free and the conservation district is
sponsoring it.
Joe, did you get the dirt and gravel program
for this year?
Peruso: Yes and it will
be finished by the latest Monday.
And they are going to start putting up
the pavilion and everything at the Dam.
SOLICITORS REPORT- Russ Heiple
1.) Opening of the bids for the pole
building:
Bid # 1: John Simms construction: $26,800.00
Bid #2: Progressive products: $38,410.00
Bid #3: Doubletree Structures: $39,890.00
Bid #4: SR&G Construction: $32,708.00
and add on $1587.00 for insulation if you would want it.
2.) Motion to award John Simms construction
the contract for the pole building.
Vojtowicz: He did not submit
a bid bond with his bid. We cannot accept it. That is how it was advertised
and his bid was not submitted properly.
Heiple: No you cannot accept
it without the bid bond. That is how it was advertised.
3.) Motion to rescind the motion to
award John Simms construction the contract for the pole building by Joe
Peruso.
4.) Motion to accept the lowest bidder
if they meets all speficications. If not met go to the second lowest
bidder made by Vojtowicz. 2nd by Peruso. Roll Call Vote: Peruso-
Aye, Spanko- Aye,
Burns-Aye, Vojtowicz- Aye, Woznak- Aye.
5 Ayes. Motion carried.
I was at the assessors’ office and am
getting satellite pictures of Hinckston and it looks as though that bridge
is mostly in Middle Taylor Township. But I will get the pictures and bring
them up to you.
OLD BUSINESS
Letter regarding sewage- The
cost is $764.00 for 1 day on the back page for Sat. and Sun. Page A2 is
$363.00 for one day. We made the motion to advertise for 3 days so we are
looking at anywhere between $1089.00 up to $2292.00. I was not running
an ad at this cost without a second approval due to the cost.
Motion to rescind the motion to advertise
the sewage letter in the paper for 3 days made by Peruso. 2nd by Vojtowicz.
5 Ayes. Motion carried.
Woznak: We need to look
into getting letters mailed out. Get a list of the addresses together and
we will just mail them letters.
NEW BUSINESS
1.) 2009 is the Township’s 125th Anniversary
of East Taylor Township. Do we
want to plan an event? If so we need to start this year.
Motion to involve the recreation committee
in planning an event for the 125th anniversary of East Taylor made by Woznak.
2nd by Burns. Roll Call Vote: Peruso- Aye, Spanko- Aye, Burns-Aye, Vojtowicz-
Aye, Woznak- Aye. 5 Ayes. Motion carried.
2.) Spanko: We have to do
something about the sewage. The Sewage Authority approached us about some
issues and the situation on Rosedale Street. The Sewage department said
they have the money to put in a bigger pipe but we would have to change
our Act 537. So they want to hear from us. So I will tell them to set up
a meeting and advertise for it.
Motion made to adjourn made by Vojtowicz.
