EAST TAYLOR TOWNSHIP SUPERVISORS MEETING: January 7th, 2008 7:00 P.M.

The meeting of January 7th, 2008 was called to order by Chairperson Mary Woznak. All stood and Pledged Allegiance to the Flag and observed a moment of Silence for our Troops overseas.
ROLL CALL: Joseph Peruso- Present, Robert Spanko- Present, Frank Burns- Present, Randy Vojtowicz- Present, Mary Woznak- Present, Russ Heiple- Present, Shannan Kester- Present.

GOOD AND WELFARE:
Bob and Terri McConnell: 197 Buriak Road: Here about the paper alley by my property. I would like to see if I could take possession of this alley.
Spanko: Joe Peruso and I went over to look at it and no one has ever maintained it. (Supervisors and Solicitor looked over maps and paperwork associated with this request.)
Motion made by Spanko that East Taylor Township vacate 4th Alley located between Bob and Terri McConnell’s property. Map number being 23-015 Lot number 154. 2nd by Burns. 5 Ayes. Motion carried.

Barry Casella: voiced opinions and concerns regarding the Jackson East Taylor Sewage Authority. There was a feasibility study done for Brazil and Cherrywood to hook up sewage and there are a lot of problems with the money and trying to get a Pennvest loan. And Someone from Jackson Township used $2700.00 to do a survey to see if people wanted this, after easements from the residents had been signed. Barbin wanted the survey done to try and get more points toward the Pennvest  loan.  Where did the money go?  And also voiced opinion at the rate increase which benefited Jackson Township and did not benefit East Taylor Twp. Also gave the Township Supervisors a copy of the JETSA budget for 2008.
Vojtowicz: We have no power over that Authority. We just appoint residents of East Taylor to be on that Board.

REPORT OF THE BUILDING SUPERVISOR
Spanko: we received a bid from Solich Electric to hook up the generator in the amount of $2200.00. Motion made by Spanko to accept the bid from Solich Electric to hook up the generator in the amount of $2200.00. 2nd by Vojtowicz. Roll Call Vote: Peruso- Aye, Spanko- Aye, Burns, Aye, Vojtowicz- Aye, Woznak- Aye. 5 ayes. Motion carried. 

ENVIROMENTAL REPORT (Bob Ritchey)
An Ordinance and Assessment report was done and a decisions need to be made on the ones with problems. I would recommend that you appoint an Ordinance Committee to start looking into this matter and get it taken care of so we can address it and fix it all at one meeting.
Motion made by Vojtowicz to appoint Bob Ritchey, Vicki Svencer and Art Thomson to the Ordinance Committee. 2nd by Peruso. 5 Ayes. Motion carried.

SOLICITORS REPORT
The building code in the Township is currently enforced by MDIA and we had an offer from the Cambria County Building Codes Enforcement Agency to take over in the Township. There agreement is a $700.00 onetime fee and is a 5 year agreement and the agreement calls for the municipality calls for the Townships to cover the administration costs and insurances for the  Agency, and in talking to Barbara France at the Agency she said the $700.00 covers everything but you should know that the agreement calls for everyone to share those costs but Barbara said they would lay off and do whatever necessary before imposing those on the Townships, but you should know that is a liability. And we have to give MDIA a 120 notice that we are terminating there contract. And the Cambria County Building Code Enforcement Agency does not do property maintenance they just do the building, electrical plumbing inspections. If you go with Cambria County there is a resolution we need and an Ordinance we need to pass and an agreement we need to sign. 
Motion by Vojtowicz to put in 120 notice to MDIA that services are no longer needed. 2nd by Peruso. 5 Ayes. Motion carried.
Vicki Svencer: I am reading the Reorganization meeting and the Supervisors pay for meeting attendance is not on here. Does that need to be approved?
Heiple: Section 606 of the Township Code says once established by Ordinance, so once it established by Ordinance you don’t need to vote on it every meeting.
Heiple: I am suggesting that the Supervisors schedule a time to meet and look at the map and zoning ordinance and figure out what we need to do then make recommendations to the full board on what needs to be changed. And that needs to be done as soon as possible.
Greater Johnstown Sewage Authority: Asking Municipalities to pass a Dye Test Ordinance, they want someone appointed to inspect the water runoff into their plant. Everyone is being asked to do this so we need to look into this. So we need to consider this for the next meeting.
Spanko: Why would’ the Sewage Authority be responsible for this?
Ritchey: We don’t have a big problem down spouting it is sump pumps. And if we have an individual inspecting they will have to be bonded because they will have to go into someone’s house.
Heiple: I think that the transfer portion is where you would find the violations. Property Changes hands and you would have to get a certification.
Bob Ritchey: I would think the Sewage Authority should have this responsibility. You are still going to have to do an Ordinance for this.
 Zoning, building inspection and dye test tabled until next meeting.

        NEW BUSINESS
1. DCNR: East Taylor Twp has been approved a $20,000 grant for the playground in Mineral Point and the County also contributed $5,000.00 toward the project .East Taylor needs to contribute $5000.00 also to receive this grant. For a total of $30,000.00 for the playground at Mineral Point.
Motion made by Spanko to contribute the $5,000.00 for the Mineral Point playground grant from the Recreation fund. 2nd by Peruso. Roll Call Vote: Peruso- Aye, Spanko- Aye, Burns, Aye, Vojtowicz- Aye, Woznak- Aye. 5 ayes. Motion carried. 

Spanko: the Sewage Authority has a lien on the property we own at 213 Mele Street in Parkhill and I would like to go talk to them about dropping the lien so we can do something with the property. Bob and Mary will attend next Sewage Authority meeting.

Motion made by Mary Woznak to reopen the budget. 2nd by Vojtowicz. Roll Call Vote: Peruso- Aye, Spanko- Aye, Burns, Aye, Vojtowicz- Aye, Woznak- Aye. 5 ayes. Motion carried. 
Motion made by Peruso to advertise for a budget workshop Sat. Jan. 19th at 5:00 P.M. and for a special meeting Thurs. Jan. 24th at 7:00 P.M. 2nd by Woznak. Roll Call Vote: Peruso- Aye, Spanko- Aye, Burns, Aye, Vojtowicz- Aye, Woznak- Aye. 5 ayes. Motion carried.
