EAST TAYLOR TOWNSHIP
SUPERVISORS MEETING: February 12th, 2009 7:00 P.M.
The meeting was called to order by Chairperson
Mary Woznak. All stood and pledged allegiance to the flag and observed
a moment of silence for our Troops overseas.
ROLL CALL: JOSEPH PERUSO-Present,
ROBERT SPANKO-Present, ART THOMSON-Present, RANDY VOJTOWICZ-Present MARY
WOZNAK-Present. Also present: RUSS HEIPLE AND SHANNAN KESTER.
GOOD AND WELFARE:
Victoria Svencer gave the auditor’s preliminary
report for the year of 2008.
Rick Price-315 Knauer Lane: What
is going on with the railroad ties, you were supposed to send him letter.
Vojtowicz- Russ did you ever send him a letter? Heiple- Yes
and we went through this and there is nothing in our ordinances about it.
Rick Price- This has been going on since the summer. This is getting
ridiculous. You cannot get a fire truck, ambulance, nothing through there.
I have tried it just to see and you cannot get any emergency vehicle back
there. If something happens to my house I will own the Township. Vicki
Svencer- Is there something in the emergency vehicle code that states
anything concerning issues like this. Rick Price- Yes there is.
Vicki-Get a copy and give it to the Supervisors. Peruso-
Bob and I will go over this weekend and talk to him and see what we can
do by just talking to him about the situation and get us the code and drop
it off to Shannan.
Vicki Svencer- Are you allowed to
have a camera in a polling place? Vojtowicz- I have no idea. Nancy
Furman- are there cameras in all the rooms? Vojtowicz- No just
in here, the hallway out front and out back.
Audrey Vojtowicz- David said you
have not been up to Bartlebaugh Road since Kim was here. Peruso-
Yes we were. You cannot grade in this weather. Spanko- Yes we went
up to take a look.
Vicki Sheehan- About the memorial,
someone said the 1st 200 names are free, how are you going to decide? Peruso-
No it is not free. Spanko-No one is free. Vicki- I don’t
think that the taxpayers should have to pay to get their names on there.
The taxpayers shouldn’t have to foot the bill on this. That is just my
opinion.

The Chairperson of the Board Mary Woznak
called the meeting back to order at 8:10 and stated that the Executive
Session produced no votes. Personnel matters were discussed.

January 5th, 2009
Motion to accept the Reorganization meeting
minutes with the following amendments, rate of pay to be $10.60 not $10.40
and also at the recommendation of the auditors no one is to work in the
office unless properly bonded, made Peruso. 2nd by Thomson. All Ayes. Motion
Carried.

REPORT OF THE CHAIRPERSON-Mary Woznak
Art and I went to the meeting that the
State Reps had. It was on the State budget and what they have to face and
what it boils down to is do not expect a lot of grant money.
There are also a lot of different workshops
coming up.
The open records policy has to be posted
in the building and on the website.
Has anyone ever thought of a planning
commission? Vojtowicz- Yes but no one will get on it. Peruso- We need one
with all this open land. Audrey Vojtowicz- That is good and bad because
they can stop a lot of businesses from coming in the Township.

REPORT OF THE ROADMASTER- Joe Peruso
I would like to pick up that steering
box. So with the Boards approval I would like to be able to call and get
the part. Spanko- I think we should have it torn down and have someone
tell us that we need another one. Peruso- It is rusting through and we
are going through a ton of power steering fluid.

steering box if needed in the amount of $1700.00 made by Vojtowicz. 2nd

POLICE REPORT –Art Thomson
I purchased the 19 inch TV for the security
system.
Motion to purchase 2 more security cameras
at $200 for the building made by Thomson. 2nd by Vojtowicz. Roll

We might have a police officer returning
and we need a gun, holster and clip. Vojtowicz- We aren’t going to purchase
it now because we may have someone resign in the meantime.
Motion to keep the police schedule the
same, submitted on paper, not on a scheduling board, for record keeping
purposes made by Vojtowicz. 2nd by Woznak. 3 Ayes- Woznak, Vojtowicz, Peruso.

REPORT OF THE BUILDING SUPERVISOR-Bob
Spanko
I had 2 contractors come up and it is
hard for them to give a quote on the cost of the office, so Art and I thought
that if we went and purchased all the materials it would run about $2100.00.
Best Window gave us a quote on the door for $1800.00 and Balock came up
for the electric and gave us a quote of $ 975.00. Vojtowicz- why don’t
we just do it ourselves and then have someone come in and finish it. I
think we should just do it ourselves.
