SUPERVISORS MEETING:
August 13th, 2009 7:00
P.M.
The meeting of August 13,
2009 was called to order by Chairperson Mary Woznak. Also the Pledge of
Allegiance to the flag and observed a moment of silence for our Troops
overseas.
Roll call: Joseph
Peruso-Present, Robert Spanko- Present, Arthur Thomson-Present,
Randy Vojtowicz-Present, Mary Woznak-Present. Also present:
Shannan Kester and Russ Heiple.
GOOD AND WELFARE:
Dave Kennedy from First
Credit Bureau: Here to present information on collections of past due
refuse bills. Our Collection agency collects refuse, taxes for municipalities.
Our hours are from 8 A.M. to 9 P.M. and also Saturdays. We also do field
work if you want us to. All fees incurred are added to the people’s bills.
This does not cost the Township anything. Our fee is $50.00 per account
that we add onto the bill. We currently collect past due refuse for Geistown
Borough and our success rate is about 87%.
Angela Grezelsky:
Here to present information from the Johnstown Credit Bureau on collection
of past due refuse bills also. Benefits are that is free to the Township.
We also charge a fee that goes onto the bill of the customer and we also
report it to the Credit Agencies and it goes on the customer’s credit.
Vicki Svencer: Mr.
Kennedy: Do you put people on payment schedules? Mr. Kennedy: Yes
if the need to. Russ Heiple: how and when do your take your fee? Mr.
Kennedy: we share the wealth, at the beginning we both get some and
then we go from there.
Angela Grezelsky:
We have the same fee and do it the same way.
Spanko: when do you
take your $50 and once you get your money how can we be sure that you will
still collect what is to us? Mr. Kennedy: it is performance-based.
You need every penny. My job is to help you get all your money. Am I going
to collect 100%, no to be honest with you people will blow us off but we
should collect around 87% of your past due bills.

Mike Margic: I am
here about Maines Garage. I am having problems again with the noise and
they are working on Saturdays and Sundays all hours of the night and them
doing all the work outside including painting. They also have a fire hydrant
blocked and I called and talked to Capt. Risko about that he said that
it was not a violation because they are not blocking the front of the fire
hydrant. They were down there working the one night and I was leaving for
work and when I drove by the high school I saw a police officer so I pulled
over flash my light and put my hazard lights on to try and get his attention,
the cop pulled out pulled up beside me looked at me and drove away. It
was Officer Sokach and I have a problem with that, he completely blew me
off when I tried to stop him. Now what if something would've been wrong
and I needed assistance and he just drove away. I have a problem that also.
Audrey Vojtowicz: I will take care of the fire hydrant problem on
Tues. Mr. Margic: there are barrels of garbage everywhere and the
garbage blows all over the place. If you won’t do anything then I am going
to have to find somebody who will. Peruso: we always tell him will
send the police over and nothing gets done. Mr. Margic: Sokach pulled
up dang near stopped and then pulled away. Vojtowicz: we need a
GPS system on the car to see where it is at all times. Heiple: we
will get with Police Department and try and get this problem taken care
of as soon as possible.

about Lyman Lane
Spanko: we reviewed
the minutes from 1982 to 1994, Spanko read old minutes pertaining to Lyman
Lane Extension, and we have come to the conclusion that even though the
Board of Supervisors originally intended to take over Lyman Lane Extension
it was not taken over properly and therefore that road is not the Townships.
We cannot pave the road because we cannot incur the cost we do not receive
State Liquid Fuels money for this road because it was never officially
taken over. Mr. Foust: what about the property that was given to you? Spanko:
we don't have any documentation of anyone giving this to us.
Denny Synbec: about
three years ago I bought property here in I'm trying to figure out how
to get access to my property. There is an alley there that provides access.
It was originally Reddick Lane. Showed documentation to Board to figure
out where to get access. Heiple: if it were me I would get an idea
where you want to put the road then you have to petition the court with
all the neighbors that own property surrounding that and try and get that
road open. Peruso: try the diplomatic way talk to the neighbors
first and see what they say about you opening up that paper alley and then
go from there.
Vicki Svencer: first
thing as head of the cemetery out like to say thank you for the filing
cabinets. Also from the Park Hill American Legion ladies auxiliary would
like to say thank you for the filing cabinet. And also the cemetery would
like to know if we can have that desk? Thomson: how soon can you get out
of here? Spanko: can you be here Saturday at around 9:00? Vicki:
yes.
Vicki- we got a letter
about errors on the audit report so we looked this over. I spoke to Harrisburg
and the errors are not on our part they were made in Harrisburg. There
was no problem whatsoever with our audit.
Also you graded our street
it was a disaster with all that rain it just washed out.
Audrey Vojtowicz:
my road I am going to have to close it. It is washing out completely. If
I could just get somebody down there to fix it wouldn't have a problem.
I will pay the man's hours to run the grader if I have to. It is terrible
ever since he put in those railroad ties it is washing everything out.
Heiple: if she wants to chip in her share she can because we are
not maintaining it. Peruso: I don't think that is legal to have
you pay that is a storm water issue which is the townships responsibility.
I will get down there and look at.

REPORT OF THE CHAIRPERSON-Mary

We received a thank you
letter from East Conemaugh Borough for the donation of the filing cabinet.
We need an alternate delegate
appointed for the Earned Income Tax Committee. Motion to appoint Mary Woznak
made by Peruso. Seconded by Vojtowicz. All Ayes. Motion carried.
From January of this year
to August 12 we have collected a total of $12,137.48 in past due refuse
bills. We have 13 on payment plans and 44 paid in full which leaves 223
people who did not respond. We need to step up our efforts and that is
where the collection agencies come in. Spanko: Why not just go to Maryanne?
Vojtowicz: if Marianne was so good then why do we have 244 accounts past
due, so someone found loopholes somewhere. Woznak: a good portion of these
accounts this is the first time they have been sent letters and this is
from 2006 2007 and 2008. If we did it ourselves we would have to send out
everybody certified letters and that would cost $1371.28 just to send a
certified letters. This is why we need a collection agency.
Motion to hire both collection
agencies, First Credit Bureau and Johnstown Credit Bureau, and split 50-50
made by Vojtowicz. Seconded by Peruso. Roll Call Vote: Peruso-Aye, Spanko-Aye,
Thomson-Aye, Vojtowicz-Aye, Woznak-Aye. All Ayes. Motion carried.

Thompson asked if we received
the letters for the Kemp subdivision. Shannan stated we have not received
them yet and will call the survey are about the letters for the water and
sewage.
The Verizon building grass
was brought up and Shannan was asked if she sent a letter yet? Shannan
stated that we do not have an address to send the letter. Woznak will get
the information that we need and will get a letter sent.
NEW BUSINESS
Cambria Somerset Authorities:
Requesting our labor and equipment to provide a parking area at the Hickston
Run Dam
Motion to donate labor and
equipment to the CSA for the parking lot project made by Vojtowicz. Seconded
by Thomson. Roll Call Vote: Peruso-Aye, Spanko-Aye, Thomson-Aye, Vojtowicz-Aye,
Woznak-Aye. All Ayes. Motion carried.
