EAST TAYLOR TOWNSHIP SUPERVISORS
MEETING:
August 14th, 2008 at 7:00 P.M.
The meeting was called to order by Chairperson
Mary Woznak . All stood and pledged allegiance to the flag and observed
a moment of silence for our Troops overseas.
ROLL CALL: JOSEPH PERUSO- Present, ROBERT
SPANKO-Present, FRANK BURNS-Present, RANDY VOJTOWICZ-Present MARY WOZNAK-Present.
ALSO present were RUSS HEIPLE AND SHANNAN KESTER
GOOD AND WELFARE:
1.) Charles Ravert 742 Echo
Road- here because we
are putting up an above ground pool and we need a permit for that and neighbors
all around us are putting roofs on, porches, without permits. Spanko explained
all the costs that are involved in the permit for the pool. Mrs. Ravert-
Why is nothing being done with anyone else? Shannan Kester stated that
the building inspector was informed about the situation and he will be
going down to check on this and if there is someone building without a
permit he will issue them a stop work letter and if they continue to build
without a permit they will be subject to a fine. Mrs. Ravert- I want to
know if this is being enforced with everyone that has a pool, even the
blue blow up pools? And what about the pool that got put up here across
from your building? Kester:-Yes the one on Mineral Point has spoken to
the building inspector. Vojtowicz- It is enforced. It is a trust issue
residents are to come to us when they need a permit, we do not have the
time or manpower to go out and look at every household every day. If someone
does not get a permit it needs to be brought to our attention. And we have
a building inspector who goes around and takes care of the issues that
arise. Mr. Ravert- The neighbors put in a driveway and it is causing water
problems for us. Vojtowicz- that is not connecting to a township road.
Spanko- that is a civil matter. Vojtowicz- Bob (Ritchey) is there anything
we can do within the storm water management Bob Ritchey- no that only pertains
to Township roads. Spanko- have you ever talked to them about it? Mrs.
Ravert- We do not bother with them. We’ve had to go to the magistrate because
of them. Vojtowicz- There is nothing we can do as Supervisors it is a civil
matter. Heiple-If it is not a township road then we can do nothing. Mrs.
Ravert- The police can go on that road and enforce the law, so why can’t
you do anything. Vojtowicz- The police can go anywhere on any property
in the Township if the need to.

from Waste Management for the opening of the garbage bids.
4.) Bob Ritchey- They
are putting in up at Saltlick and the water should start to clear up soon.
5.) Vicki Svencer- was
this stuff, the pole building and the veteran’s memorial budgeted? Yes
OPENING OF THE BIDS FOR GARBAGE COLLECTION
a.) 1st Bid- Pro-Disposal: Bid
bond and 3 year specs. Yearly cost per unit in 2009 is $167.95, 2010
is $170.93 and n 2011 cost is $173.89 with us to do the billing.
Yearly costs for them to do the billing are as follows, 2009 is $185.15,
2010 is $188.33, and 2011 is $1941.49.
b.) 2nd bid- Waste Management:
Bid Bond, 3 year specs. Yearly cost per unit in 2009 is $166.80, 2010 is
$175.20 and 2011 is $183.84 with us doing the billing. Yearly costs for
them to do the billing are as follows: an additional $9,900.00 per year
in 2009, an additional $10,400.00 in 2010 and an additional $10,900.00
in 2011.
Discussion on the contracts and pricing.
Spanko-
What is going on with the billing, why are we looking at having them do
the billing?
Vojtowicz- We are comparing
prices and the costs. What I am saying is if they do the billing and it
is 185.00 it would only cost $1.15 more and we would be out of the garbage
business we charge $184.00 a year and are in the hole. We pay the clerk
$8500.00 a year plus the cost of supplies. We are making no money on the
garbage at all.
Spanko- how are we not making
any money on the garbage?
Vicki Svencer- you started
out $697.00 in the hole this year when we did the audit and it would have
been more but you left a balance from the previous year in the account.
At the end of every year you should be transferring any money left in the
Refuse account to the General fund and you have not done that in years,
so if you would have done that this year you would have started 2008 $9000.00
in the hole.
Burns- can I see some paperwork
on this. Svencer showed him the audit report from 2007.
Spanko- we have no rules
on collecting, they can pay when they want. Vojtowicz- Right and we have
how many delinquent accounts? Kester- 50 to 60 I think, but I do not handle
any of that. Spanko- Maryann should have been here to discuss
this.
Vojtowicz- why are we even
talking about this? It is more efficient for the Township to have them
do the billing. We are gaining $8500.00 and we are out if the garbage business.
Spanko- you are not gaining
the money.
Vojtowicz- yes we are. We
would be out of the garbage business and not have to pay someone to do
the billing and not have to collect for the delinquent accounts.
Audrey Vojtowicz- Frank
you looked over the papers, what do you think?
Burns- I wasn’t here last
year. I just wondered what was going on.
Peruso- Russ what do you
think?
Heiple- it is certainly
tempting, if Pro is the lowest with them doing the billing then you should
take it.
Motion to accept Pro-Disposal contract
for the collection of refuse with them handling the billing at the rates
of $185.15 for 2009, $188.33 for 2010 and $191.49 for 2011 made by Vojtowicz.
2nd by Peruso. Roll Call Vote- Peruso- Aye, Spanko- Nay (Vojtowicz
stated that Spanko should abstain due to the fact his wife is involved
because she collects the garbage) Spanko-Abstained, Burns- Aye,
Vojtowicz- Aye, Woznak- Aye. 4 Ayes. Motion Carried.
OPENING OF THE ROAD BIDS FOR TAR AND
CHIPPING
1st and only bid: Quaker Sales
Corporation: Bid Bond attached and the amount for seal coating and tar
and chipping is $96,982.74
Woznak- what are you having tar and chipped?
Spanko- Hinckston, Pudliner, Oliver, Pasture and Cambria. Woznak-
do we have the money? Peruso- we budgeted $86,000.00 and we
have the other $10982.74 in State Liquid Fuels. Kester- I have been
using very little State Liquid Fuels money this year so we should be fine
in that area. Bob Ritchey- Why are you doing Hinckston when it is
under the Dirt and Gravel Roads? Peruso- because it is costing us
a fortune to maintain that road. This is a heavy duty tar and chip job,
so we should have very little maintenance on the road after this.
Motion to accept the bid from Quaker Sales

Vojtowicz did not participate in the
executive session.

MEETING OF July 10th, 2008
Motion to approve the minutes of the July
10th, 2008 Monthly meeting made by Peruso. 2nd by Vojtowicz. 5 Ayes. Motion

Meeting minutes from the Joint meeting
held with JESTA and East Taylor Township Supervisors was read and the motions
to approve those minutes were made by Vojtowicz. 2nd by Spanko. 5 Ayes.

Motion to approve the July 2008 Treasurers
Report made by Peruso. 2nd by Spanko. Roll Call Vote: Peruso- Aye, Spanko-Aye,

Vicki Svencer- who were the checks
for $10,000.00 for the memorial to? Spanko- Shetler Memorial.
Vicki- When did you make this motion? Heiple- it was brought
up last year and motion was made. Vicki where are the bids? Heiple
we got quotes.

2.) Veterans Memorial- $2500.00,

Natural Gas Exploration: No Supervisor can go; environmental rep. will
try and attend.
2.) Cambria County Association of Township
Officials Fall Convention: Who is attending and do we want to place
an ad in the booklet? Attending is Mary, Shannan, Randy, Bob and Vicki.
Shannan will get in touch with the other auditors to see if they are
attending. Spanko stated that if we are all going we would ride together
instead of everyone taking their own cars like they did the last time and
paying all that money in mileage

working for the next few days.
POLICE REPORT-Randy Vojtowicz
We got our 2 new officers hired and out
on the streets, which is a good thing because we had an officer hurt himself
off duty and he will be out of work for a little while.
Motion to buy an Armor Piercing Containment
System at the price of $711.60 for the purpose of loading and unloading
weapons made by Vojtowicz. 2nd by Spanko. Roll Call Vote: Peruso-Aye, Spanko-Aye,
Burns-Aye, Vojtowicz-Aye, Woznak-Aye. 5 Ayes. Motion Carried.
REPORT OF THE BUILDING SUPERVISOR-Robert
Spanko
1.) Installed no smoking signs throughout
the building. Woznak- why not get one sign that says smoke free building
and post it on the front door. Spanko- No. this is a smoke free
building now and if I catch someone smoking in this building I am taking
them to Zanghi’s office.
2.) I am also purchasing smoke detectors
for the building.
3.) And we need to check on grants
for the building to be able to get some work done on it.
4.) Motion made to advertise for the
placement of a Veterans Memorial made by Spanko. 2nd by Peruso. Roll
Call Vote: Peruso-Aye, Spanko-Aye, Burns-Aye, Vojtowicz-Aye, Woznak-Aye.

Vicki Svencer- What was the $10,000
for then? Heiple- it’s better to advertise in case we go over $10,000.00.

ENVIROMENTAL REPORT-Bob Ritchey
1.) Besides Saltlick, there were habitats
for fish put out down at the Hinckston Dam.
2.) And are you aware that there is
a cemetery from the 1700’s behind the Dairy Queen and does the Township
get concerned with that at all?
Peruso-Yes we know it’s there but
it doesn’t belong to the Township.

OLD BUSINESS
1.) Johnstown Redevelopment Authority:
Progress update report: Tabled until next meeting
2.) Fire Hydrant on Pudliner- Woznak
stated that we brought this up before and wondered what has come of it.
Vojtowicz explained that there is not enough water pressure up there for
a hydrant but James have something on the water tank to hook into in the
case of a fire. When the new water line goes in we will see about putting
a hydrant up there. Audrey can bring it up at the next Water Authority
meeting. Audrey- I have brought it up to them and I told them to come up
and talk to you
NEW BUSINESS
Letter to Paul Buriak about raising
rabbits on property in East Taylor Township.
Supervisors saw no issues with this. Mary
Woznak signed the letter to Mr. Buriak regarding the letter.
Shannan: I would like to take the
1st week of September off. Already talked to Maryann and she can work if
needed. If approved what budget should the extra pay for Maryann get taken
from?
Vojtowicz- just take the 8 extra
hours out of the General Fund.
