SUPERVISORS MEETING

The meeting of August 9th, 2007 was called
to order by Chairman Robert Spanko. All stood and Pledged Allegiance to
the Flag and observed a moment of silence for our Troops overseas.
ROLL CALL: Members present: Joseph Peruso,
Ronald Loya, Randy Vojtowicz and Robert Spanko. Absent Blaine Hull. Also
present : Russ Heiple and Shannan Kester.
GOOD AND WELFARE
Richard Hinterliter 1077 William Penn
Avenue: I understand that the Township has an Ordinance about junked cars,
because at 1093 William Penn Avenue they are bringing in cars and lining
them up. I don’t know if they are junk or he is starting a used car lot.
All I would ask is for someone to go down there and see what is going on.
Vojtowicz: We will take care of it. We
will send an officer down with a copy of the Ordinance to take a look at
the situation.
Vicki Svencer: Bob Ritchey and I started
our assessment of the Ordinances and the garbage cans in the back of the
room are nothing but copies of the Ordinances so you need to look through
that and see if we can throw it away and we also have found stuff that
belongs to the Water Authority and Sewage Authority which needs to go over
to their buildings. We need the space here and cannot store everything
for them here. We are only on # 41 but so far the main thing we have found
is the fines need updated so I don’t know how you do that to change fines
on all of the Ordinances?
Heiple: We can do 1 Ordinance for a mass
change of all the Ordinances. We will do that when you are finished.
Jerry Thomas: Here to present a subdivision
but I will wait to present it.
Brian Kudel: I want to subdivide land and
was wondering if there was a minimum amount I can subdivide like 3/4 of
an acre?
Heiple: I think that will be fine but
I will find out for sure.
Robert Grove 733 Mineral Point: Here because
of the storm water runoff on Rose Hill. PennDot placed a 48 inch pipe at
the top then put in a 24 inch pipe and as it goes down the pipes get smaller
so when you have a lot of rain it goes everywhere through everyone’s yards.
Peruso: I am planning on replacing that
pipe but I had to get approval from the DEP which we did so we have that
earmarked for next week
John Pecze 818 Figg Street: Where Figg
Street comes to Taylor we have people flying on bikes 70-80 miles an hour
so I was wondering if we could put up a stop sign with right turn keep
moving up at that intersection.
Spanko: That is a good idea yes we will
put one up.
Darla McMonagle 1341 Varner Lane: In 2001
I got a zoning permit from COG to put up a shed on someone else’s property
with the intent to own the property, but after I put up the shed the deal
fell through so I tore down the shed that was on the other peoples property
and left the other half up and now they want me move the rest of my shed
5 feet from the property line. But if I got a permit and was in compliance
why should I have to move it? I have a letter from the property owner
stating that I am to own that property but when I called COG they said
they do not have it. COG said everything they would have had came
up here to the Township office.
Kester: I looked for the folders but can’t
find them and I also talked to Nancy Furman who was the secretary at the
time and she said COG did not send up the folders to the Township. But
I will still look to see what I can find.
Peruso: Well it sounds like COG issued
you a permit when the shouldn’t have and our setbacks are 5 feet so you
are probably going to have to move it.
Vojtowicz: Why can’t she have a variance
hearing?
Spanko: I will find out the setbacks for
sure and also look for the permit folders here and get back to you.
Mrs. McMonalge: How can I get in touch
with the zoning hearing board?
Spanko? Shannan will help you out with
that.
Mrs. McMonagle: What about their trees.
They are falling and are going to take out my house one of these days.
Vojtowicz: That is a civil matter.

I was thinking of having the road crew
take of the shingles on the house on Mele Street and then having the Fire
Department come do a controlled burn on the structure.

I purchased a new air conditioner for
the meeting room.

SOLICITORS REPORT
Draft of Pudliner Lane Ordinance
Deed of Dedication for Pudliner Lane
Heiple: These are dependant on one another.
Until we have get the Deed of dedication signed we cannot do the Ordinance
and the Supervisors decided not to accept the Deed of dedication until
the Cul-de-Sac is completed and up to State Liquid Fuel Standards.
Loya: We made an agreement with them for
Pudliner to be done by July 31st, so should we even be taking it over since
it isn’t done? I don’t want to do anything we shouldn’t because we originally
set the deadline for July 31st, 2007.
Heiple: You can make a motion to extend
the deadline. That would be fine.
Motion made to extend the deadline to
have Pudliner Lane completed by August 18th, 2007. If it is not completed
we do not take the road over at this time by Vojtowicz. 2nd by Spanko.
3 Ayes. Motion carried. (Peruso stepped out of the room during the vote
to take a phone call).
Heiple: I also drafted up the Tri-Party
School District Agreement for Police services with extracurricular activities
to be primarily the responsibility of East Conemaugh Borough. That went
to the School Board tonight for their review.

2.Information on the MRM Trust
According to the MRM there
is a penalty for bailing out before 3 years of service, but I would say
it is pretty safe to sign because the financial return you receive from
them.

the Township a generator.
Spanko: Ron would you look into getting
prices on generators for us and we will also talk to Jessica Sheets about
getting a getting a grant for us.
