EAST TAYLOR TOWNSHIP SUPERVISORS MEETING:
April 9th, 2009 7:00 P.M.
The meeting was called to order by Chairperson
Mary Woznak. All stood and pledged allegiance to the flag and observed
a moment of silence for our Troops overseas.

from First National Bank. We would like to thank you for putting us on
the agenda. We would like to start off by saying that we did not realize
East Taylor Township had any problems with service charges and overdraft
fees, and then we heard you were considering moving and that the rates
were the issues, which we understood. So we are here to make an offer.
We can give you 1.3% interest on business checking and 1.75% on the money
market accounts as long as the same types of deposits are made. We figured
this was a better solution than a 30 day CD. And as soon as we found out
there was a problem we corrected everything.
Bob Ritchey: can you make up a
contract or proposal for what you are offering the Township? Kim Flanders:
Yes we can do that.
Peruso: get us a proposal in black
and white. Woznak: we need a proposal in writing and we can review
it at the next meeting. Bob Ritchey: make sure that you state in
there if there is a problem who the point of contacts are.
Mike Margetin: I would just like
an update or status on the Veterans Memorial. Spanko: we are waiting
on the permit, we were hoping to get it erected for Memorial Day but now
we are shooting for Veterans Day. Mr.Margetin: I got a copy of a
form and was wondering why there is a fee? If you are honoring someone
you should not charge a fee. Jackson Township did not charge their residents
a fee to have their name put on their Memorial. Slim: how can Jackson
afford it and you can't? Chris Selfridge- Jackson has a lot more
money. Audrey: I talked to Cernick and he is going to pass the information
along. Heiple: honoring is not free, everything has a fee anymore.
Mr.Margetin:
how many forms did you send out? Spanko: around 3000. Mr. Margetin:
how many did you get back Spanko: about 25.
Mr. Margetin: what does
that tell you? Dee Peruso: nothing, I haven't sent mine in yet either.
Peruso: Bob is trying to do a good thing here. Vojtowicz-
well maybe we should not charge for the names and maybe get the recreation
committee involved and try and raise money and get donations so we can
put all the names on for free. Spanko: why didn't any of you say
a word before this, I brought this up numerous times? Vojtowicz:
I didn't know there was a problem until now, so now it is our job to correct
it. Chris Selfridge: I will pay for half of an ad in the paper if
you choose to do so. Spanko: let's see what materializes.
Tom Gleason Mineral Point: I own
10 acres in Brookdale and there is a street that is a right-of-way and
people are giving me a hard time. Do you have any documentation on this
street? Heiple: is it our road? Spanko: no, it is not maintained.
Heiple:
we can't put anything in writing. It is a paper alley and it goes to both
property owners one on each side. Gleason: so they can’t shut it
off, I can just call the police then? Heiple: that is more of a
civil issue but you have the right to use it.
Darryl Davis Mineral Point: just
came to sit and observe.
Chris Selfridge Sceptor Ave: First
off I would like to thank Art for stepping up. I am presenting a proposal
on the storm water problem I have my property. This has been going on for
a year and something has to be done. There is case law and storm water
is the Township's responsibility. Peruso: are you proposing we pipe
it the whole way? Bob Ritchey: that would be the cheapest route to go.
Peruso: I thought DEP had a problem with piping. Ritchey: they
do but you are protecting a resident. Peruso: we will have to come
back over on Monday and look this over again. Selfridge: another
thing if you put an ad in the newspaper concerning the Veterans Memorial
I will pay for half.

Art and Bob are going. Shannan will get
in touch with the auditors to see who is going.
2. Fourth annual equipment show and
training day Wednesday, May 27, 2009 at the Clearfield County Fairgrounds.
Joe and Bob may attend.
Bob Ritchey: if you call Rob Pieper
and ask him for a dry hydrant kit you may be able to get one free. They
got 2 of them and they don't need them. So give him a call.
REPORT OF THE CHAIRPERSON- Mary
Woznak
I did start sending out collection letters
for past refuse bills. 39 letters were sent. 4 paid in full and 2 are on
payment plans. The letters I'm sending out now are for the people who owe
over $200. I have another group of 20 letters going out this week.
Shannan and I attended a seminar on the
stimulus package and what it boils down to is that to receive any kind
of money for the most part you need to have a population of 50,000 to 200,000
people.
I have a letter from Maryann Spanko asking
to volunteer on a Veterans Memorial Committee. The Board agreed to appoint
Maryann Spanko to the Veteran Memorial Committee.
Spanko: the building wasn't covered
when you guys went to class. Woznak: it is not in the budget to
pay 2 secretaries. Vojtowicz: we pay Mary Ann the same as Shannan
when she fills in and is only for when Shannan calls off.

REPORT OF THE BULDING SUPERVISOR-Bob
Spanko
We are going to start on the office on
Monday. We will get that all cleared out and move Shannan over. We had
the three bids for electricians with Darryl Davis being the lowest.
Darryl Davis: I'm going to have
to withdraw my bid due to time constraints.
Spanko: the next lowest was Solich
Electric, so I will call him to get started.
Woznak: could you please get exit
signs for the building?
Spanko: Frank Burns got in touch
with Thomas Pretash from PennDot about the triangle by the Bluejay for
the beautification. He sent an application which is just to get the ground.
I'm going to try and get information from down Bedford Street and see who
handles that area. Woznak: the first thing to do is fill out the
application.
ENVIROMENTAL REPORT-Bob Ritchey
The Saltlick project is complete all they
are waiting on is a valve. The ponds are finished, but not filled yet.
When the ponds are filled you'll see the streams clear up. Everything else
is done.
In regards to the gas well drilling permitting,
currently the DEP has the permit to do the drilling and they are being
challenged throughout the state. I am not aware of any permits that went
in for East Taylor Township.
Also did you ever find out which properties
that Township owns? Peruso: Art and I looked them over and I think
that we own 11 of them. Thomson: Bob, Shannan and I looked them
over also and I need to get with Bob and Joe and drive around and assess
the properties.
What is the status of the ordinance review
we gave you to do Russ? Heiple: not done yet. Ritchey: I
suggest you look at all the findings then prioritize because there are
some that need fixed now.
SOLICITORS REPORT- Russ Heiple
All my issues have been taking care of
in the executive session. They were all personnel issues.
OLD BUSINESS
1. Received State Liquid Fuels Funds in
the amount of $84,101.77. Is it possible to add another $30,000 to the
State Liquid Fuel CD. The CD is currently at $30,000 for 30 days. We could
go with a $60,000 CD for 30 days.

NEW BUSINESS
1. Chief Fatula from Jackson Township inquired
if the Township would be willing to go in half to purchase Officer Ken
Smith a vest. Our cost would be between $300-500. The cost of a new vest
ranges from $600 to $900
Spanko: can anyone wear one? Officer
Smith: no they are custom fit. Spanko: what happens if he quits?
Vojtowicz:
it goes with him, they are custom fit and the vests are only good for so
long anyway. Officer Smith: they are only good for five years.
Motion to pay for half of the vest for
Officer Smith made by Vojtowicz. Seconded by Thomson. Roll call vote: Peruso-Aye,

2. Johnstown Redevelopment Authority:
Johnstown regional Sewage Pretreatment Program Amendment along with the
Ordinance for our review and adoption.
