EAST TAYLOR TOWNSHIP SUPERVISORS MEETING: 
April 10th 2008 at 7:00 P.M.

The meeting of April 10th, 2008 was called to order by Chairperson May Woznak. All stood and Pledged Allegiance to the Flag and observed a moment of silence for our Troops overseas. 
ROLL CALL: JOSEPH PERUSO- Present, ROBERT SPANKO-Present, FRANK BURNS-Absent, RANDY VOJTOWICZ-Present  MARY WOZNAK-Present.  ALSO Present: RUSS HEIPLE AND SHANNAN KESTER

GOOD AND WELFARE:

Roles Family: Regarding Junkyard Permit
Peruso stated everything looked good
Motion to issue Roles Roles Salvage a junkyard permit made by Peruso. 2nd by Spanko. Roll Call Vote: Peruso- Aye, Spanko- Aye, Vojtowicz- Aye, Woznak- Aye. 4 Ayes. Motion carried
Art Thompson would like to thank the Township for doing such a nice job on Pudliner Lane.
Bob Ritchey: We only got 18 Ordinances done. It might take us all summer because it is going to take us awhile. So if you need to look at an Ordinance you might want to look at our summary to see if there have been changes.
And they have started to cut down logs up at Saltlick so they are going to start working on that project soon.
Peruso said I took Shannan down to the playground in Mineral Point to take some pictures and she wants to apply for a grant from the Dep. of Forestry to get a nice recreation area there and she was also interested in cleaning up the bank so we could have a fishing stream for the kids and I told her she needs to get with you on that. 
Vicki Svencer asked what happened to the pipe over by the cemetery and wanted to know if it was the Townships pipe? Spanko stated the pipe just collapsed and we went in and got the big pieces out and got it taken care of. Peruso stated that the pipe is ours and that it goes underneath the road. He also said that Spanko went above and beyond the call of duty the night it happened to get the matter taken care of.
Vicki Svencer asked Spanko if he looked at the section of cable by her house. Spanko stated he did and that it will be replaced this week sometime.
Vicki Svencer also asked about the garage going up on East Jackson Street, stating that she didn’t think they were allowed to build. Peruso said that it is not the building that is the problem but the driveway.

REVIEW OF THE MINUTES OF THE MONTHLY MEETING OF March 13th, 2008
Motion to accept the minutes from the March 13th, 2008 meeting made by Vojtowicz. 2nd by Spanko. 4 Ayes. Motion carried. Spanko asked about when we are switching our accounts to 1st National Bank. Shannan stated that there were a few unanswered questions that needed clarification which was just received and she will call Kathy to get everything started.

TREASURER’S REPORT
Motion to accept the Treasurers report for the month of March made by Vojtowicz. 2nd by Spanko.  Roll Call Vote: Peruso- Aye, Spanko- Aye, Vojtowicz- Aye, Woznak- Aye. 4 Ayes. Motion carried

Mary, Randy, Vicki, Vicki, Harriet and Shannan are to attend. Spanko stated be sure you are going to go before we purchase all the tickets.

 Attended Spring Exercise at the 911 Center with Dave and Shannan on March 13th
New all in one printer/faxed purchased in the amount of $299.00 out of the General Account line item 405-200 supplies of the secretary.

Steel Plate purchased in the amount of $443.50 out of State Liquid Fuels Line Item 438-200 Road materials
Leslie Ribblett asked for the Township to order no littering signs from PennDot. So Bob that would be you. Just call PennDot and they will give you the no littering signs for free. Spanko asked where she wanted them. Peruso said down around the light in Mineral Point I think.
Spanko asked for the police to patrol a little more on Figg Street because there is so much garbage there and people keep dumping. I pulled out 12 tires which are going to cost the Township $3.00 a pop to get rid of.

 POLICE REPORT- Randy Vojtowicz
The car numbers are getting changed and the radios are going to need reprogrammed because the 9-1-1 center is changing the frequency that we put out on.
We also need 2 lights put up down back for the security system and we need brighter lights out front.
I am also looking into getting prices for 2 more security camera’s for the building.
Motion to but a 19 inch flat screen TV for the security system made by Vojtowicz. 2nd by Peruso.  Roll Call Vote: Peruso- Aye, Spanko- Aye, Vojtowicz- Aye, Woznak- Aye. 4 Ayes. Motion carried.

REPORT OF THE BUILDING SUPERVISOR-Frank Burns
Bob Spanko: The generator is running, we went through all the checks and once a week on Mondays at 7:45 it comes on and runs for 12 minutes. Now this is not going to supply next door or the kitchen area. This is just for emergencies purposes to keep the office police station and the meeting room with power.

SOLICITORS REPORT-Russ Heiple
Trying to get zoning maps coordinated the change the area by 271 from residential to commercial.
The county has a work crew that is available to do projects in areas to work off fine money in case you are interested. Peruso: Yes because we have garbage that needs cleaned up and the playgrounds need some work done.
Spanko: When we do the zoning I want all the supervisors to sign off on it because I don’t want everyone saying that I am the only one who changed it. Supervisors agreed that all would have to sign off on this.

OLD BUSINESS
1. Building Code Agencies: New information on MDIA
Motion to rescind motion from last meeting to let MDIA go and replace them with Cambria County Building Code Enforcement Agency made by Vojtowicz. 2nd by Spanko. 4 Ayes. Motion Carried.

NEW BUSINESS
1. Waste Management Service Agreement for our garbage pick up at the building
Motion to accept Waste Management Service Agreement for Township building garbage pickup made by Spanko. 2nd by Vojtowicz. Roll Call Vote: Peruso- Aye, Spanko- Aye, Vojtowicz- Aye, Woznak- Aye. 4 Ayes. Motion carried

2. Cambria County Department of Emergency Services: Fire Department Alarm Plans for the 9-1-1 Center. Spoke to Dave Davison about this and he stated that no action needs to taken by the Township yet and when it does the Fire Department will come to us.
Tabled until further notice
3. Letter from Leslie Ribblett asking to be appointed to the Recreation Committee.
Motion to appoint Leslie Ribblett to the Recreation committee made by Peruso. 2nd by Vojtowicz. 4 Ayes. Motion Carried.

Peruso our Road crew needs walkie talkies and some stop and go signs so we are going to look into getting them.
Bob Ritchey: What are you going to do about this absent supervisor, are you going to remove him from the Board.
Heiple stated that there is nothing we can do about without going to court.
Mary Woznak read a letter written to Lieutenant Sokach from a Cody Price apologizing for riding his ATV on the road
